1. Approve the enclosed Rules of rendering the state service "Registration and Removal from Accounting of Dangerous Technical Devices", according to appendix 1 to this order.

2. Recognize invalid some orders of the Minister of investments and development of the Republic of Kazakhstan and the Ministry of the industry and infrastructure development of the Republic of Kazakhstan according to appendix 2 to this order.

3. To provide to committee of industrial development and industrial safety of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan.

4 To impose control of execution of this order on the supervising vice-minister of the industry and infrastructure development of the Republic of Kazakhstan.

5. This order becomes effective after twenty one calendar days after day of its first official publication.

Rules of rendering the state service "Registration and removal from accounting of dangerous technical devices

Chapter 1. General provisions

1. These rules of registration and removal from accounting of hazardous production facilities and dangerous technical devices (further - Rules) are developed according to the subitem 98) of Item 16 of the Regulations on the Ministry of Emergency Situations of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 23, 2020 No. 701 and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further - the Law on the state services) and determine procedure for registration and removal from accounting of hazardous production facilities and dangerous technical devices.

2. "Registration and removal from accounting of dangerous technical devices" is the state service (further - the state service) and it appears territorial departments of Committee of industrial safety of the Ministry of Emergency Situations of the Republic of Kazakhstan and local executive bodies of areas, cities of regional value, Nour-Sultan's cities, Almaty and Shymkent (further - the service provider) according to these rules.

3. For registration, removal from accounting of the dangerous technical device the owner of the dangerous technical device or the head of the organization operating the dangerous technical device:

on industrial facilities, submits the application to territorial subdivision of authorized body in the field of industrial safety;

on objects of social infrastructure, submits the application to the local executive body exercising the state supervision in the field of industrial safety.

Chapter 2. Procedure for rendering the state service

4. For receipt of the state service legal entities and physical persons (further - uslugopoluchatel) send to the service provider by means of the web portal of "the electronic government" www.egov.kz (further - the portal):

1) the statement, according to appendices 1 and 2 to these rules;

2) electronic passport copy of the dangerous technical device.

5. The list of the main requirements to rendering the state service including the characteristic of process, form, content and result of rendering, and also other data taking into account features of rendering the state service are stated in the standard of the state service (further - the Standard) according to appendix 3 to these rules.

When giving the uslugopoluchatel of all necessary documents by means of the portal - in "private office" of uslugopoluchatel displays the status about acceptance of request for rendering the state service with indication of the date of receipt of result of the state service.

Aggregate term of consideration of documents and issue of the notification on registration, removal from accounting of the dangerous technical device constitutes 3 (three) working days.

6. The territorial subdivision of authorized body in the field of industrial safety in time, not exceeding 15 (fifteen) working days from receipt date of the statement, considers the provided information and checks it for completeness, reliability and correctness of identification, availability of signs of hazardous production facility, the stipulated in Clause 70 Laws of the Republic of Kazakhstan "About civil protection" (further - the Law), and enters data on hazardous production facility and the organization exploiting him in register of hazardous production facilities in form according to appendix 1 to these rules.

In case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, reception of an application and issue of result of rendering the state service is performed the next working afternoon.
