About approval of the Instruction for carrying out inspection of technical condition of elevators (towers) with the expired service life for the purpose of determination of possibility of their further operation

1. Approve the enclosed Instruction for carrying out inspection of technical condition of elevators (towers) with the expired service life for the purpose of determination of possibility of their further operation.
2. To provide to committee of industrial safety of the Ministry of Emergency Situations of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on official Internet resource of the Ministry of Emergency Situations of the Republic of Kazakhstan;
3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Emergency Situations of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.
3. To impose control of execution of this order on the supervising vice-Minister of Emergency Situations of the Republic of Kazakhstan.
4. This order becomes effective after sixty calendar days after day of its first official publication.

1. This Instruction for carrying out inspection of technical condition of elevators (towers) with the expired service life for the purpose of determination of possibility of their further operation (further – the Instruction) is developed according to subitem 14-19) of article 12-2 of the Law of the Republic of Kazakhstan "About civil protection" (further – the Law) and disaggregates procedure for the organization and carrying out inspection of technical condition of elevators (towers) with the expired service life for the purpose of determination of possibility of their further safe operation (further – elevators).
2. The requirements for types and frequency of inspection provided in this Instruction are based on requirements of the Instruction about the organization and procedure for carrying out inspection of technical condition of the hoisting machines which fulfilled normative service life, for the purpose of determination of possibility of their further operation approved by the order of the Minister of Emergency Situations of the Republic of Kazakhstan of August 10, 2021 No. 389 (it is registered in the Register of state registration of regulatory legal acts at No. 24006) (further – the Instruction for inspection of technical condition of the hoisting machines which fulfilled normative service life) and specify them in relation to features of the hoisting machines specified in Item 1 of this Instruction.
3. In this Instruction the terms established in the Law, in Rules of ensuring industrial safety in case of operation of the heavy lift gears approved by the order of the Minister of investments and development of the Republic of Kazakhstan of December 30, 2014 No. 359 (it is registered in the Register of state registration of regulatory legal acts at No. 10332) (further – Rules) and Instructions for inspection of technical condition of the hoisting machines which fulfilled normative service life are applied.
