About approval of Medium-term tariff policy of the Kyrgyz Republic on electrical energy for 2021-2025

For the purpose of ensuring sustainable development, stable and reliable functioning of energy industry and ensuring energy security of the Kyrgyz Republic, according to article 21 of the Law of the Kyrgyz Republic "About power industry" and article 6 of the Law of the Kyrgyz Republic "About power", being guided by articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic", the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve Medium-term tariff policy of the Kyrgyz Republic on electrical energy for 2021-2025 according to appendix.

2. To the Ministry of Energy and Industry of the Kyrgyz Republic in accordance with the established procedure to approve rates for electrical energy for final consumers.

2-1. To the Ministry of Labour, social security and migration of the Kyrgyz Republic on monthly basis:

1) to the 15th following reporting to represent to the lists of the needy families receiving monthly allowance to the needing citizens (families) having children up to 16 years electrosupplying the organizations - "uy-buly lump", with indication of the actual address of accommodation/stay by areas and areas of the Kyrgyz Republic;

2) to render assistance to the electrosupplying organizations in identification of consumers of electrical energy - the needy families receiving monthly allowance to the needing citizens (families) having children up to 16 years - "uy-buly lump";

3) to take other measures following from this resolution.

2-2. To local public administrations and local government bodies on monthly basis to render assistance to the Ministry of Labour, social security and migration of the Kyrgyz Republic and to the power supplying organizations in identification of consumers of electrical energy of the needy families receiving monthly allowance to the needing citizens (families) having children up to 16 years - "uy-buly lump".

3. Declare invalid paragraph two of Item 1 of the order of the Government of the Kyrgyz Republic "About approval of Medium-term tariff policy of the Kyrgyz Republic on electrical and heat energy for 2020-2022" of March 27, 2020 No. 188.

4. To impose control of execution of this resolution on department of the industry, fuel and energy complex and subsurface use of Administration of the President of the Kyrgyz Republic.

5. This resolution becomes effective after fifteen days from the date of official publication.

Medium-term tariff policy of the Kyrgyz republic on electrical energy for 2021-2025

Chapter 1. Introduction

This Medium-term tariff policy of the Kyrgyz Republic on electrical energy for 2021-2025 (further - SSTP) is developed for the purpose of preserving availability to consumers of use of electrical energy.

Application of the established SSTP of rates for electrical energy will stimulate consumers on its effective and rational use, implementation of energy conservation features, and also use of alternative energy sources for the purposes of heating. In this direction, within SSTP for the most part of the population the monthly amount of preferential consumption of electrical energy on socially oriented rate will remain.

Chapter 2. General principles

This SSTP is based on the following principles:

- the socially oriented rates for electrical energy established below than its cost shall remain;

- socially oriented rates for electrical energy shall be applied to the population only within the guaranteed amount of preferential consumption of electrical energy;

- rates shall stimulate rational use of electrical energy, development of energy saving and improvement of quality of power supply of consumers.

Chapter 3. Rates

Population

In order to avoid sudden economic difficulties at the population in case of payment of accounts for electrical energy, SSTP annual adjustment of rates for electrical energy on the level of the actual inflation for previous year is provided. In too time social focus of rates for the population is directed to economical expenditure of electrical energy by limiting preserving threshold of monthly amount of consumption of electrical energy of 700 kWh (except for the residential customers living in mountain areas and the remote hardly accessible zones). Considering severe climatic conditions and longer autumn and winter period, for the residential customers living in mountain areas and the remote hardly accessible zones, the limiting threshold of monthly amount of preferential consumption of electrical energy of 700 kWh will not be established.

For the purpose of rendering targeted social support to the needy families receiving monthly allowance to the needing citizens (families) having children up to 16 years - "uy-buly lump", separate rates for electrical energy in case of consumption in amount to 700 kWh a month according to the list represented by the Ministry of Labour, social security and migration of the Kyrgyz Republic are established.

For the residential customers who exceeded monthly regulation of consumption, rates for electrical energy will be established in the amount of 216 tyyyn for 1 kWh which will also be adjusted on the level of the actual inflation for previous year.

For the residential customers wishing to use the electric power without restriction of consumption and capacity the separate electricity tariff according to the agreement signed with the electrosupplying organization in the amount of 327,6 of tyyyn for 1 kWh is established.

Pumping points

For the pumping points and wells providing the population with drinking water, and also water for watering of agricultural holdings, the rate for electrical energy is established in the amount of 124,7 of tyyyn for 1 kWh (net of any taxes). This rate will be annually adjusted on the level of the actual inflation for previous year.

Electric transport

For municipal trolleybus depots, and also the passenger motor transportation companies using electric transport (trolleybuses and electrobuses) for implementation of the corresponding services of passenger traffic, the rate for electrical energy constitutes 191,4 of tyyyn for 1 kWh (net of any taxes) with annual adjustment on the level of the actual inflation for previous year.

For stations on charging of electric vehicles with installed capacity to 23 kW the electricity tariff is established according to the agreement signed with the electrosupplying organization in the amount of 287 tyyyn for 1 kWh (net of any taxes) with annual adjustment on the level of the actual inflation for previous year.

For stations on charging of the electric vehicles using the electric power without restriction of consumption and capacity, the electricity tariff is established according to the agreement signed with the electrosupplying organization in the amount of 442,0 of tyyyn for 1 kWh (net of any taxes).
