1. Approve the enclosed Rules for the Construction and Safe Operation of cargo suspended ropeways.

2. To provide to committee of industrial safety of the Ministry of Emergency Situations of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Emergency Situations of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Emergency Situations of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Emergency Situations of the Republic of Kazakhstan.

4. This order becomes effective after sixty calendar days after day of its first official publication.

Rules for the Construction and Safe Operation of cargo suspended ropeways

Chapter 1. General provisions

1. These rules of the device and safe operation of cargo suspended ropeways (further - Rules) are developed according to the subitem 100) of Item 16 of the Regulations on the Ministry of Emergency Situations of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 23, 2020 No. 701 and determine procedure for the device and safe operation of cargo suspended ropeways.

2. These rules extend to the following cargo suspended ropeways and the equipment used together with them:

one-rope cargo suspended ropeways;

one-rope ring cargo suspended ropeways with the railway vehicles unhooked at stations;

one-rope ring cargo suspended ropeways with the railway vehicles which are not unhooked at stations;

two-rope ring cargo suspended ropeways with the railway vehicles unhooked at stations;

two-rope cargo suspended ropeways with contraflow (pendular) lane reversal of railway vehicles.

3. In these rules the following terms and determinations are applied:

1) the switch – the device in which there is detachment of trolleys from traction rope;

2) the cart – the trolley element intended for its movement on the bearing rope;

3) the ropeway drive – the device for starting or braking of the railway vehicles attached to traction (it is not real - traction to rope;

4) the one-rope cargo suspended ropeway – the cargo suspended ropeway with contraflow (pendular) lane reversal of the railway vehicles attached to is not real - traction;;;;;;
