1. The rules of maintenance and access to information systems and databases approved by the specified order to be reworded as follows according to appendix to this order.

2. To provide to department of digitalization of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To finance department of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan till August 1, 2021 in the procedure established by the legislation to bring the name of intangible assets in financial accounting into accord with item 4 of appendix to this order.

4. To impose control of execution of this order on the vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan Ospanov E. D.

5. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of maintenance and access to information systems and databases (further – Rules) are developed according to subitems 4) and 5) of article 3-1 of the Law of the Republic of Kazakhstan "About special public welfare payment in the Republic of Kazakhstan", part two of item 4 of article 7 of the Law of the Republic of Kazakhstan "About the government address public assistance", subitems 15 and 16) of article 10 of the Law of the Republic of Kazakhstan "About compulsory social insurance", subitems 4) and 5) of article 3-1 of the Law of the Republic of Kazakhstan "About public welfare payments to the families having children", subitems 6-2) and 6-5) of article 7 of the Law of the Republic of Kazakhstan "About provision of pensions in the Republic of Kazakhstan" the order of the Government of the Republic of Kazakhstan of December 20, 2016 No. 832 "About approval of single requirements in the field of information and communication technologies and ensuring information security" also determine procedure for maintenance and access to information systems and databases (further – IS).

2. Action of these rules extends to all users who are accompanying and having access to IS.

3. In Rules the following basic concepts are used:

1) the IS administrator – person performing system maintenance of software and hardware and maintenance of IS;

2) information – the information about persons, objects, facts, events, the phenomena and processes received or created by the owner of information, fixed on any medium and having the details allowing to identify it;

3) information access – the right of everyone guaranteed by the state, enshrined in the Constitution and the laws of the Republic of Kazakhstan to freely receive and distribute information by any method which is not prohibited by the law;

4) objects of informatization – electronic information resources, the software, Internet resource and information and communication infrastructure;

5) maintenance of object of informatization – the ensuring use of the object of informatization put into commercial operation according to its appointment including actions for carrying out adjustment, modification and elimination of defects of the software without carrying out upgrade and implementation of additional functional requirements and on condition of preserving its integrity;

6) information security in the field of informatization (further – information security) – condition of security of electronic information resources, information systems and information and communication infrastructure from external and internal threats;

7) information system – the organizational arranged set of the information and communication technologies, service personnel and technical documentation realizing certain technological actions by means of information exchange and intended for the solution of specific functional objectives;

8) the information security administrator (further – the IB administrator) – the person exercising control over fulfillment of requirements on protection of electronic information resources, providing access to IS;

9) the database (further – DB) – data set, organized according to the conceptual structure describing characteristics of these data, and also interrelations between their objects;

10) SKUD – control and management system for access to information systems;

11) the request of access – the request for registration (creation of accounting record) of the user and provision to it (or its change) access rights to information systems;

12) the specifications and technical documentation – set of the documents determining general tasks, the principles and requirements to creation and use (operation) of objects of informatization, and also control of their compliance to the established requirements in the field of informatization;

13) the applicant – the legal entity performing activities in the field of rendering the state services according to the legislation of the Republic of Kazakhstan;

14) the user – the subject of informatization using objects of informatization for accomplishment of specific function and (or) task;
