About social protection of the citizens who were injured owing to ecological disaster in Priaralye
The Aral problem as the largest environmental disaster of the planet, acquired the peracute nature. Proceeding from it the resolution of the Supreme Council of the Republic of Kazakhstan of January 18, 1992 "About urgent measures for radical restructuring of conditions of accommodation of the population of Priaralya", the Kazakhstan part of Priaralya is announced by zone of ecological catastrophe.
Intensive desertification and steady irreversible processes of degradation of the surrounding environment, deterioration in living conditions, growth of incidence caused the new social and economic and ecological situations requiring the legislative solution and legal regulation of measures of social protection of the population living in ecologically adverse areas.
This Law is designed to provide social protection of the citizens injured with the Aral environmental disaster and determines their status, classification of the territories, establishes compensations and privileges to persons needing measures of social resettlement fixes basic approaches to forming of system of protection of life and health of the population living in ecologically adverse areas, providing conditions of steady life activity, priority supply of the population with organic food, medical means, drinking water, improvements of sanitary and epidemiologic situation.
The law determines the main mechanism of implementation of measures for the solution of social problems of Priaralya.
Taking into account severity of the developed ecologically unsuccessful situation, influence of desertification and pollution of the surrounding environment on health of the person, and also based on the concept of Academy of Sciences of the Republic of Kazakhstan the territory of ecological disaster in Priaralye are subdivided into the following zones:
