According to the subitem 7) of item 4 of article 365 of the Ecological code of the Republic of Kazakhstan I ORDER:

1. Approve the enclosed Method of calculation of rate for the population for collection, transportation, sorting and burial of municipal solid waste.

2. Declare invalid the order of the Minister of Energy of the Republic of Kazakhstan of September 1, 2016 No. 404 "About approval of the Method of calculation of rate for collection, export, utilization, conversion and burial of municipal solid waste" (it is registered in the Register of state registration of regulatory legal acts for No. 14285).

3. To provide to department of state policy in waste management of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order submission to Department of legal service of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-minister of ecology, geology and natural resources of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Method of calculation of rate for the population for collection, transportation, sorting and burial of municipal solid waste

Chapter 1. General provisions

1. This Method of calculation of rate for collection, transportation, sorting and burial of municipal solid waste (further - the Technique) is developed for the population according to the subitem 7) of item 4 of article 365 of the Ecological code of the Republic of Kazakhstan (further - the Code) and intended for calculation of rate for the population for collection, transportation, sorting and burial of municipal solid waste (further - MSW).

2. In these rules the following concepts are used:

1) accumulating of waste is understood as the temporary warehousing of waste in specially established places within no more than six months performed in the course of formation of waste or further management by them until their final recovery or removal.

2) collection of waste is understood as activities for organized acceptance of waste from physical persons and legal entities by the specialized organizations for the purpose of the further direction of such waste on recovery or removal.

Transactions on collection of waste to include auxillary operations on sorting and accumulating of waste in the course of their collection.

Accumulating of waste in the course of collection is understood as storage of waste in the places which are specially equipped according to requirements of the ecological legislation of the Republic of Kazakhstan in which the waste which is exported from the place of their education is unloaded for the purpose of their preparation for further transportation on object where this waste is subjected to transactions on recovery or removal.

3) transportation of waste is understood as the activities connected with movement of waste by means of specialized vehicles between places of their education, accumulating in the course of collection, sorting, processing, recovery and (or) removal. 3) waste recycling.

Conversion of waste is understood as the mechanical, physical, chemical and (or) biological processes directed to extraction from waste of the useful components, raw materials and (or) materials suitable for use further in production (production) of products, materials or substances regardless of their appointment.

Waste recycling is understood as process of use of waste, in addition to conversion, the purposes, including as secondary energy resource for extraction of heat or electrical energy, production of different types of fuel, and also as secondary material resource for the purposes of construction, filling (bookmark, filling) the developed spaces (emptiness) in the earth or subsoil or in the engineering purposes during creation or change of landscapes.

3. On waste management treat transactions:

1) accumulating of waste on site their educations;

2) collection of waste;

3) transportation of waste;

4) recovery of waste;

5) waste disposal;

6) the auxillary operations which are carried out in the course of implementation of transactions;

7) carrying out observations of transactions on collection, transportation, recovery and (or) waste disposal;
