About approval of Rules of use of the cross equipment

According to item 4 of Rules of the organization and work on obligatory confirmation of conformity of the means of communication approved by the order of the Government of the Russian Federation of 13.04.2005 No. 214 (The Russian Federation Code, 2005, No. 16, the Art. 1463), and article 41 of the Federal Law of 07.07.2003 No. 126-FZ "About communication" (The Russian Federation Code, 2003, 28, of the Art. 2895) I order to No.:

1. Approve the enclosed Rules of use of the cross equipment.

2. Direct this order to state registration in the Ministry of Justice of the Russian Federation.

3. To impose control of execution of this order on the deputy minister of information technologies and communication of the Russian Federation B.D.Antonyuk.

Rules of use of the cross equipment

I. General provisions

1.1. These rules of use of the cross equipment (further - crosses) networks of telecommunication (further - Rules) No. 126-FZ "About communication" is developed according to article 41 of the Federal Law of 07.07.2003 (The Russian Federation Code, 2003, No. 28, the Art. 2895) for the purpose of ensuring integrity, stability of functioning and safety of single network of telecommunication of the Russian Federation.

1.2. These rules determine procedure for application of the crosses providing end seal, connection, switching and control of linear and station cables with metal cores and (or) optical fibers in public communication network, in technological communication networks and communication networks of special purpose in case of their accession to public communication network and establish requirements to technical characteristics, requirements to stability from external impacts, requirements to reliability.

1.3. Rules extend to the following types of crosses:

a) cross for end seal, connection, switching and control of symmetric cables of communication;

b) cross for end seal, connection, switching and control of coaxial cables of communication;

c) cross for end seal, connection, switching and control of optical cables of communication;

d) the cross combined for end seal, connection, switching and control of combinations of cables of communication of different type (symmetric, coaxial, optical);

e) cross for interrack connections, switchings and control of cables of communication for use as a part of primary, secondary and quaternary digital transmission systems.

1.4. The crosses used in public communication network, in technological communication networks and communication networks of special purpose in case of their accession to public communication network are subject to obligatory confirmation of conformity in the declaration form.

II. Requirements to parameters of crosses

2.1. Requirements to construction.

2.1.1. Crosses shall provide:

a) input, placement, fixture and stock holding of station and linear cables;

b) end seal, connection and switching of electric or optical chains of linear and station cables;

c) connection of the control instrumentation to electric or optical chains;

d) possibility of marking of linear and station chains.

2.1.2. Crosses shall have one of the following execution: case, block, cupboard, rack.

2.1.3. The cross for symmetric cables of communication shall provide on the linear and station parties possibility of connection of cores of cables with metal cores or the cross wires diameter from 0,32 to mm 0,8.

2.1.4. The cross for optical cables of communication shall provide fixture of power elements of the core of optical cable, stacking of inventories of lengths of optical fibers with radius of bend of optical fiber at least 30 mm, possibility of installation of optical connectors.

2.1.5. The cross for coaxial cables of communication shall provide installation of coaxial sockets with indication of types of connectors and jumper wires.

In case of adoption of the declaration of conformity fulfillment of requirements of subitem.

2.1.1 - 2.1.5 it shall be confirmed with accredited test laboratory (center).

2.1.6. Also communications of the Russian Federation of 23.04.2013 No. 93 is excluded according to the Order of the Ministry of information technologies.

 

2.2. Requirements to electric and optical parameters.

2.2.1. Also communications of the Russian Federation of 23.04.2013 No. 93 is excluded according to the Order of the Ministry of information technologies.

2.2.3. Attenuation of reflection of symmetrical networks at semi-clock frequency shall be at least 20 dB.

2.2.4. Attenuation of reflection for coaxial couples at the upper working frequency shall be at least 20 dB.

2.2.5. Contact resistance through passage (for symmetric cables) shall be no more 0,01 of Ohms.

2.2.6. Resistance between contacts of the coaxial connector shall be no more 0,005 of Ohms between the central contacts and 0,01 of Ohms between external contacts.

2.2.7. The attenuation entered by coaxial connectors shall be no more 0,1 of dB in service band.

2.2.8. The value of optical losses entered by optical connector (fork socket) shall be no more 0,5 of dB on working lengths of waves.

2.2.9. The value of optical losses for single-mode fibers on the return reflection in optical connectors, depending on type of polish of end face of forks, shall be no more:

a) minus 45 dB for polish like SPC *;

b) minus 50 dB for polish like UPC **;

c) minus 60 dB for polish of ARS ***.

In case of adoption of the declaration of conformity fulfillment of requirements of subitem.

2.2.1 - 2.2.9 it shall be confirmed with accredited test laboratory (center).

2.2.10. The number of solderless connections of the cross wires or copper cores of symmetric cables to plinth shall be provided at least 200.

The number of connections (separations) of coaxial connectors shall be provided at least 500.

The number of connections (separations) of optical connectors shall be provided at least 1 000.

 

2.3. Requirements to stability from impact of external factors.

2.3.1. Requirements to stability from impact of climatic factors.

2.3.1.1. Crosses shall be intended, depending on assignment, for operation in the following climatic conditions:

e) from 5 to 40 °C in the heated rooms;
