Some questions of social support of large needy families

For the purpose of support of large needy families the Cabinet of Ministers of Ukraine decides:

1. Enter in 2021 payment of the one-time monetary assistance on children from large needy families for preparation by academic year in the amount of 2000 hryvnias on each child.

2. Approve the Payment procedure of the one-time monetary assistance on children from large needy families for preparation by academic year which is applied.

3. Determine that payment of the one-time monetary assistance on children from large needy families for preparation by academic year is performed by the Ministry of social policy at the expense of means of the budget program 2501030 "Payment of some types of benefits, compensations, cash cover and fee to separate categories of the population".

Payment procedure of the one-time monetary assistance on children from large needy families for preparation by academic year

1. This Procedure determines the payment mechanism of the one-time monetary assistance on children from large needy families for preparation by academic year (further - the one-time monetary assistance) to receivers of the government public assistance to needy families from among large families.

2. Expenses on payment of the one-time monetary assistance are refunded at the expense of means of the government budget.

3. The one-time monetary assistance is paid to large families which as of August 1, 2021 are receivers of the government public assistance to needy families.

4. The one-time monetary assistance is appointed to each child from large needy family who as of August 1, 2021 has age of 6 - 18 years (inclusive).

5. The one-time monetary assistance is provided in the amount of 2000 hryvnias on each child.

Financing of payment of the one-time monetary assistance is performed by Minsotspolitiki according to requests about the need for budgetary funds for payment of the one-time monetary assistance (further - requests) structural divisions concerning social protection of the population of the regional, Kiev and Sevastopol city state administrations (further - regional social security authorities of the population) based on the applications submitted by structural divisions concerning social protection of the population Kiev and Sevastopol of the state administrations, district, district in, executive bodies city district in the cities (in case of their education) councils, the centers for charge and implementation of social payments which meet the requirements of Item 47 parts one of Article 2 of the Budget code of Ukraine (further - structural divisions concerning social protection of the population) for the form established by Minsotspolitiki.

7. Structural divisions concerning social protection of the population give to regional social security authorities of the population of the request:

till August 16, 2021 - about the need for budgetary funds for payment of the one-time monetary assistance in August, 2021;

till September 17, 2021 - on additional requirement for budgetary funds for payment of the one-time monetary assistance till August, 2021.

till December 15, 2021 - on additional requirement for budgetary funds for payment of the one-time monetary assistance to receivers of the government public assistance to needy families which was appointed by it till August 1, 2021 which were not included in the requests provided by paragraphs second and third this Item.

8. Regional social security authorities of the population generalize the populations of the request received from structural divisions concerning social protection and no later than within two working days submit Minsotspolitiki the generalized application by administrative and territorial units.

9. Minsotspolitiki after receipt from regional social security authorities of the population of the generalized requests lists no later than within three working days budgetary funds to regional social security authorities of the population.

10. Regional social security authorities of the population are listed no later than during the next working day budgetary funds for accounts of structural divisions concerning social protection of the population.

11. Structural divisions concerning social protection of the population within two working days transfer budgetary funds into the accounts of receivers of the government public assistance to needy families opened in organization of authorized bank or through payable objects of JSC Ukrpochta.

12. Structural divisions concerning social protection of the population represent within five working days after completion of payment of the population to regional social security authorities in any form information on use of budgetary funds and on accomplishment of productive indicators for its generalization and Minsotspolitiki's representation.

13. Creation and submission of financial and budget reports about use of budgetary funds, and also control of their target and effective expenditure are performed in the procedure established by the legislation.

14. Payment of the one-time monetary assistance is carried out by structural divisions concerning social protection of the population on materials of cases of receivers of the government public assistance to needy families from among large families without address of receivers.

15. The extent of the one-time monetary assistance does not join in case of calculation of average monthly comprehensive income of family (household) for purpose of all types of the government public assistance and housing subsidies which according to the legislation are provided depending on comprehensive income of family (household).
