About additional measures for strengthening of the personal responsibility of deputy managers of executive bodies on places for execution of the tasks assigned to them

first, considerable work on increase in efficiency of activities and further enhancement of organizational structure of executive bodies on places is done;

secondly, for the purpose of deep and comprehensive critical study of actual state of cases and the solution of the available problems in regions the sectors on complex social and economic development of the territory of areas, areas and cities headed respectively hokimama of areas and the city of Tashkent, areas (cities), heads of territorial authorities of prosecutor's office, internal affairs and the State Tax Service are created their main objectives are determined;

thirdly, the reporting system of hokim of all levels before Kengashami of People's Deputies and at the plenary sessions of the Senate of the Oliy Majlis of the Republic of Uzbekistan is created, practice of open dialogue of hokim and his deputies with the people, including exit acceptance of general population is implemented;

For the purpose of increase in efficiency of activities of executive bodies on places, consecutive continuation of the performed reforms on the way of construction of New Uzbekistan, the accelerated development of regions, especially the areas and the cities which are rather lagging behind in social and economic development, specific determination of powers and strengthening of the personal responsibility for increase in level and quality of life of the population first of all of heads of local khokimiyats of all levels and their deputies, and also implementation of system of efficiency evaluation of activities and achievement of target tasks by deputy managers of local khokimiyats by means of key criteria:

1. Draw the attention of the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent (further - heads of local khokimiyats) on:

implementation of new efficient system single and continuous "technological chain" of strengthening of performing discipline according to the Presidential decree of the Republic of Uzbekistan of February 10, 2021 No. UP-6166 when ensuring timely and high-quality execution of acts of the legislation and orders;

the prevention of forming of such negative approach as the kind relation, instead of presentation of strict requirements to irresponsible deputies, complete eradication of any facts and manifestations of personal irresponsibility to timely and effective implementation of the functional obligations by them.

2. Pay special attention of deputy managers of local khokimiyats in case of accomplishment of the tasks assigned to them on the following priority questions:

first deputy heads of local khokimiyats on financial and economic questions and reducing poverty - on employment of the population, accomplishment of forecast indicators of tax revenues in republican and local budgets, development of activities of the small industrial zones created in regions, work with subjects of entrepreneurship, the solution of the available problems in program implementation "Each family - the entrepreneur", and also transition to system of work "makhallabay";

deputy managers of local khokimiyats concerning capital construction, communications and municipal services - on control of quality of construction of facilities, included in the Development program of social and production infrastructure, and also affordable housing in the rural and city zone on the basis of standard projects, capture on strict control of timely commissioning of objects, effective expenditure of allocated funds, the organization of execution of state programs "Well-planned village" and "Arranged well makhallya" in the district centers, providing the population with clear drinking water, and also operation on construction, reconstruction and repair of networks of the sewerage, internal economic roads and other communication networks;

deputies of hokim - chiefs regional and Tashkent city managements of investments and foreign trade - on investment attraction, especially direct foreign investments, improvement of investment appeal and increase in the export potential of regions proceeding from strategic objectives of their development, implementation of innovations in industries and spheres of economy, paying of special attention to work on ensuring implementation of the "road maps" signed following the results of visits at the highest and high levels, to enhancement of activities of the free economic zones created in regions, ensuring implementation in practice of the agreements reached following the results of official journeys of heads of regions to the foreign states;

deputy managers of local khokimiyats concerning agricultural and water economy - along with the tasks connected with cultivation of cotton and grain on paying of attention to such serious and important issues, as diversification of agricultural industry, including the organization of activities of clusters, active attraction of modern and innovative agrotechnologies in agricultural industry, production and conversion of eskportooriyentirovanny products, implementation of innovative projects of drop irrigation;

deputy managers of local khokimiyats on youth policy, social development and spiritual and educational work - on full realization in regions of five initiatives announced by the President of the Republic of Uzbekistan including active participation in the problem resolution and employment of youth, ensuring rendering social services to the population, improvement of quality of primary health service, expansion of scope of children of preschool age by the preschool educational organizations, improvement of quality of teaching in comprehensive schools, employment of graduates of professional and highest educational institutions, the organization of spiritual and educational actions among the population;
