1. Approve the enclosed Administrative regulations of provision by Federal Service for Alcohol Market Regulation of the state service in issue of federal special brands for marking of alcoholic products.

Declare invalid the order of Federal Service for Alcohol Market Regulation of November 19, 2019 No. 318 "About approval of Administrative regulations of provision by Federal Service for Alcohol Market Regulation of the state service in issue of federal special brands for marking of the alcoholic products made in the territory of the Russian Federation" (registration No. 57559) is registered by the Ministry of Justice of the Russian Federation on February 19, 2020.

3. This order is effective till December 31, 2026 inclusive.

1. The administrative regulations of provision by Federal Service for Alcohol Market Regulation of the state service in issue of federal special brands for marking of alcoholic products (further - Administrative regulations), establish terms and the sequence of ministerial procedures (actions) of territorial authorities of Federal Service for Alcohol Market Regulation in the course of provision of the state service in issue of federal special brands for the marking of the alcoholic products made in the territory of the Russian Federation or imported into the Russian Federation including from state members of the Eurasian Economic Union (further - the state service, brands), according to requirements of the Federal Law of July 27, 2010 No. 210-FZ "About the organization of provision of the state and municipal services" (further - the Federal Law No. 210-FZ).

The administrative regulations establish order of interaction between structural divisions and officials of territorial authority of Federal Service for Alcohol Market Regulation, order of interaction with the organizations, individual entrepreneurs, the peasant farms recognized by agricultural producers according to the Federal Law of December 29, 2006 No. 264-FZ "About development of agricultural industry" (The Russian Federation Code, 2007, No. 1, Art. 27; 2020, No. 42, the Art. 6517) (further - agricultural producers) performing production in the territory of the Russian Federation of alcoholic products and also the organizations conducting procurement of alcoholic products for import to the Russian Federation including from state members of the Eurasian Economic Union (further - EEU), except as specified, stipulated in Item the 19th article 12 of the Federal Law of November 22, 1995 No. 171-FZ "About state regulation of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products and about restriction of consumption (drinking) of alcoholic products" (The Russian Federation Code, 1995, No. 48, Art. 4553; 2020, No. 52, the Art. 8582) (further - the Federal Law No. 171-FZ) <1>, the organization - manufacturer of brands (further - the organization manufacturer), public authorities by provision of the state service.

3. The state service is provided to the organizations and the agricultural producers performing production in the territory of the Russian Federation of alcoholic products, and also to the organizations conducting procurement of alcoholic products for import to the Russian Federation including from state members of EEU which according to Item 1 of article 12 of the Federal Law No. 171-FZ is subject to obligatory marking <2>, or their authorized representatives (further - applicants).
