About approval of regulations and rules on ensuring nuclear and radiation safety

Based on item 4 of article 21 of the Law of the Republic of Belarus of June 18, 2019 No. 198-Z "About radiation safety", the paragraph of the fourth of part three of article 6 of the Law of the Republic of Belarus of July 30, 2008 No. 426-Z "About use of atomic energy", subitem 7.4 of Item 7 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve regulations and rules on ensuring nuclear and radiation safety of "The rule of nuclear safety of reactor installations of nuclear power plants" (are attached).

2. This resolution becomes effective after its official publication.

Regulations and rules on ensuring nuclear and radiation safety of "The rule of nuclear safety of reactor installations of nuclear power plants"

Section I. Basic provisions

Chapter 1. Appointment and scope

1. Regulations and rules on ensuring nuclear and radiation safety of "The rule of nuclear safety of reactor installations of nuclear power plants" (further - Rules) establish general technical requirements to design, characteristics and service conditions of systems and elements of reactor installations (further - RU), including the requirements aimed at providing nuclear and radiation safety new and the operated RU and nuclear power plants (further - the NPP).

2. Safety of RU and the NPP is determined by the level of technical perfection of projects required by quality of production, installation, adjustment and testing of the elements and systems important for safety, their reliability in case of operation, diagnostics of technical condition of the equipment, quality and timeliness of carrying out maintenance and repair of the equipment, control and management of engineering procedures in case of operation, the organization of works, qualification and discipline of personnel.

3. Safety of RU and the NPP is provided with system of the technical and organizational measures provided by the concept of protection in depth including for the account:

uses and developments of properties of internal self-security;

uses of the security systems constructed on the basis of the principles of independence, variety and reservation, single refusal;

uses of the reliable, checked by practice technical solutions and reasonable techniques, settlement analyses and pilot studies;

fulfillment of requirements of regulations and rules on ensuring nuclear and radiation safety, and also observance of requirements of the RU and NPP projects;

stability of engineering procedures;

realization of systems of quality assurance at all stages of lifecycle of the NPP;

forming and implementations of culture of safety at all stages of lifecycle of the NPP;

uses of operating experience.

4. Properties of internal self-security shall be provided for the account:

self-restrictions of energy release of active zone at the expense of negative coefficients of reactivity on temperature of fuel, the heat carrier, on capacity;

operations of regulating authorities in the mode of emergency protection (further - AZ) on the basis of gravitational forces;

applications of passive elements, gate-type, restrictive and waste devices;

uses of inertial vybeg of the main circulation pulser for ensuring necessary recession of expense through active zone in case of power unit de-energization;

natural circulation of the heat carrier in the first contour in case of loss or lack of forced circulation, including in case of project accidents.

5. For the purposes of these rules the following terms and their determinations are used:

AZ - the safety function consisting in bystry transfer of the reactor in subcritical condition and in its maintenance in subcritical condition and also the complex of security systems performing the AZ function;

active zone - part of the reactor in which nuclear fuel, the decelerator, absorber, the heat carrier, levers on the reactivity and elements of designs intended for implementation of the managed chain nuclear reaction of division and transmission of energy to the heat carrier are placed;

group of workers of bodies of management system and protection (further - SUZ) - one or several working bodies of SUZ combined on management for the purpose of simultaneous joint movement and impact of reactivity;

diagnostics - control function which purpose is determination of functioning state (not working capacity) or operability (defect) of the diagnosed object;

extraction of levers on reactivity - movement or change of condition of levers of reactivity which leads to input of positive reactivity (introduction of levers on reactivity leads to input of negative reactivity);

the executive mechanism of SUZ - the device consisting of the drive, working bodies and connecting elements and intended for change of reactivity of the reactor;

the channel of control - set of sensors, communication lines, means of processing of signals and (or) representation of the parameters intended for ensuring control in the amount set by the project;

AZ equipment set - the equipment of SUZ performing functions of control and management of AZ in the amount set by the RU project;

the maximum inventory of reactivity - reactivity which can be implemented in the reactor during removal from active zone of all levers on reactivity and the taken absorbers for the moment of campaign and condition of the reactor with the maximum value of effective coefficient of reproduction;

the maximum project limit of damage of the fuel elements (further - TVEL) - admissible parameter values and characteristics of fuel elements in the conditions of project accidents which exceeding can lead to destruction of fuel elements;

overload of active zone (overload) - nuclear-dangerous works on RU on loading, extraction and movement of the heat-generating assemblies (further - TVS) (fuel elements), levers on reactivity and other elements influencing reactivity for the purpose of their repair, replacement and dismantle;

damage of TVEL - violation at least one of the project limits of damage set for fuel elements;
