About cooperation in the field of sanitary protection of the territories of the State Parties of the Commonwealth of Independent States

The governments of the State Parties of this agreement which are hereinafter referred to as with the Parties

recognizing importance of cooperation in prevention:

delivery and spread of the infectious diseases associated according to the International medical and sanitary rules (2005) (further - MMSP) with the emergency situations in the field of public health care having the international value and requiring interaction on sanitary protection of the territories of the State Parties of this agreement (further - emergency situations),

the delivery and sales of goods potentially hazardous to health of the population and emergency situations associated with possibility,

being guided by desire to continue and expand cooperation in the field of health care and to cooperate in holding the governmental sanitary and anti-epidemic (preventive) activities on sanitary protection of the territories of the State Parties of this agreement,

proceeding from interests of mutual protection of the territories of the State Parties of this agreement from delivery and realization of goods potentially hazardous to health of the population during the implementing of contracts and development of economic and commercial intercourses within the Commonwealth of Independent States,

agreed as follows:

Article 1

The parties hold necessary events for sanitary protection of the territories of the State Parties of this agreement in the relation:

the diseases associated with emergency situations or with possibility of emergency situations according to the list it (is applied);

the goods which are subject to sanitary and epidemiological surveillance (control) according to lists which are determined according to the legislation and other regulatory legal acts constituting the right of the State Parties of this agreement.

Article 2

For the purpose of development of cooperation in the field of sanitary protection of the territories of the State Parties of this agreement of the Party shall:

promote realization of MMSP and regulating documents on sanitary protection of the territories accepted within the Commonwealth of Independent States;

take necessary measures for the prevention of delivery and spread of the diseases associated with emergency situations or with possibility of emergency situations, and also prevention of delivery of goods potentially hazardous to health of the population;

to quickly inform the Parties on identification and spread of the diseases associated with emergency situations or with possibility of emergency situations;

exchange the regulatory legal acts and other documents regulating actions for sanitary protection of the territories;

communicate about research works in the field of sanitary protection of the territories;

exchange specialists for the purpose of studying of achievements of science and practice in the field of sanitary protection of the territories;

direct specialists for participation in the conferences and scientific meetings, seminars, symposiums, congresses on problems of public health care organized by the Parties;

promote experience exchange of work on enhancement of ensuring sanitary and epidemiologic wellbeing of the population and carrying out joint scientific research in the field of hygiene, epidemiology and prevention of the diseases associated with emergency situations or with possibility of emergency situations;

render practical, scientific, technical and other assistance in holding sanitary and anti-epidemic (preventive) actions and direct specialized anti-epidemic crews at the request of the either party.

Article 3

For the purpose of implementation of this agreement each state determines authorized body (bodies) what informs depositary along with the direction of the notification on accomplishment of interstate procedures on.

In case of change of authorized body the relevant Party within 30 days in writing informs on it depositary.

Article 4

Implementation of cooperation of the State Parties of this agreement is carried out within activities of Council for cooperation in the field of health care of the Commonwealth of Independent States (further - Council).

Coordination of interaction of the Parties concerning sanitary protection of the territories, project development of regulating and methodical documents, research works and practical actions are performed by Coordination council on problems of sanitary protection of the territories of the State Parties of the Commonwealth of Independent States from delivery and spread of especially dangerous infectious diseases (further - Coordination council).

Organizational technical supply of activities of Coordination council, and also development together with the relevant research institutions of the State Parties of this agreement of regulating and methodical documents concerning sanitary protection of the territories are performed by federal state healthcare institution "The Russian research protivochumny institute "Mikrob" of Federal Service for the Oversight of Consumer Protection and Welfare (Russian Federation).

The provision and structure of Coordination council affirm Council.

Article 5

The parties shall take necessary measures for prevention of delivery on the territory of other State Party of this agreement of goods potentially hazardous to health of the population and quickly inform the Parties on cases of identification and distribution of such goods.

Each batch which is subject to sanitary and epidemiological surveillance (control), exported from the territory of one State Party of this agreement on the territory of other State Party of this agreement shall be followed by the documents on assessment (confirmation of conformity) issued by authorized bodies of the Parties, in cases and according to the procedure, provided by international treaties and the legislation of the State Parties of this agreement.

Authorized bodies of the Parties reserve the right to enter temporary sanitary measures on import to the territory of the state of subjects to sanitary and epidemiological surveillance (control) of the goods potentially hazardous to health of the population and the emergency situations associated with possibility.

The authorized body of one Party informs authorized body of other Party on introduction of temporary sanitary measures, terms of their action and the inventory to which they extend.

Article 6

The vehicles of the State Party of this agreement used for transportation of passengers and goods on the territory of other State Party of this agreement shall conform to sanitary and epidemiologic and hygienic requirements of the accepting State Party of this agreement if other is not established by international treaties which participants are the State Parties of this agreement.
