1. Approve enclosed:

Rules of registration, suspension, renewal and cancellation of declarations of conformity, recognitions by their invalid;

Rules of suspension, renewal and cancellation of certificates of conformity, recognitions by their invalid.

2. This resolution becomes effective since June 21, 2021, except for the subitem "d" of Item 7, of paragraphs of the fourth and fifth subitem "b" of Item 8, of Item 13 of Rules of registration, suspension, renewal and cancellation of declarations of conformity, recognitions their invalid, becoming effective since September 1, 2021, and also Items 18 - 38 Rules of registration, suspensions, renewals and cancellation of declarations of conformity, recognitions their invalid and Rules of suspension, renewal and cancellation of certificates of conformity, recognition their invalid, becoming effective since July 1, 2021.

3. This resolution is effective till June 21, 2027.

Rules of registration, suspension, renewal and cancellation of declarations of conformity, recognitions by their invalid

I. Order of registration of declarations of conformity

1. These rules determine order of registration of declarations of conformity of products to requirements of technical regulations of the Russian Federation, declarations of conformity of products included in the single list of products which are subject to declaring of compliance, declarations of conformity of products to requirements of technical regulations of the Eurasian Economic Union (Customs union) and declarations of conformity on products included in the single list of products which are subject to obligatory confirmation of conformity with issue of certificates of conformity and declarations of conformity in single form (further - declarations of conformity), in the register of the issued certificates of conformity and the registered declarations of conformity (further - the unified register) with use of specialized service of the automated electronic registration of declarations of conformity using structural, formatno-logical and other types of control.

These rules are not applied to declarations of conformity on products (works, services) delivered for federal state needs according to the state defensive order and also on products (works, services) used for the purpose of protection of the data which are the state secret or carried to information of limited access protected in accordance with the legislation of the Russian Federation and on products (works, services), data on which are the state secret.

2. The declaration of conformity is created and registered in the unified register electronically with use of the Internet by means of specialized service of the automated electronic registration of declarations of conformity (further - service of registration of declarations of conformity).

3. Registration of declarations of conformity is performed by national authority on accreditation.

If the right of the Eurasian Economic Union provides that registration of declarations of conformity is performed only by certification bodies, registration of declarations of conformity is performed by the certification bodies accredited in national accreditation system included in the unified register of conformity assessment bodies of the Eurasian Economic Union and which area of accreditation extends to the declared products.

4. The declaration of conformity begins to be effective from the moment of its registration in the unified register.

5. In case of registration of the declaration of conformity documents and data, stipulated in Item 7 these rules, are represented electronically with use of service of registration of declarations of conformity and are signed by the strengthened qualified digital signature of the applicant registered as the legal entity or the individual entrepreneur in the territory of the Russian Federation and who adopted the declaration of conformity (further - the applicant), or person authorized by the applicant, and in the case provided by the paragraph the second Item 3 of these rules, the strengthened qualified digital signature of the authorized person of the certification body performing registration of the declaration of conformity.

6. In case of registration of the declaration of conformity by certification body the applicant submits to certification body documents and data, stipulated in Item 7 these rules, one of the following methods:

on paper (personally the applicant or person authorized by the applicant, or the registered mail with the inventory of investment and the assurance of receipt);

electronically in the form of electronic documents and (or) electronic images (scan copies) of the documents signed by the strengthened qualified digital signature.

In case of submission of documents and data, stipulated in Item 7 these rules, for registration on paper the documents and data specified in subitems "b" - "d" Item 7 of these rules, can be provided as the copies certified by seal (in the presence) and the signature of the applicant.

In the afternoon of submission of documents and data, stipulated in Item 7 these rules, in certification body day of registration by certification body of the statement for registration of the declaration of conformity is considered. In case of the direction of the specified documents and data in certification body the registered mail in the afternoon of their representation day of receipt of the mailing in certification body is considered.

7. For registration of the declaration of conformity in the unified register with use of service of registration of declarations of conformity the following data and documents in electronic form, including electronic documents and (or) electronic images (scan copy) of the following documents are transferred, brought and certified by the strengthened qualified digital signature of the applicant or person authorized by the applicant or the authorized person of certification body:

a) the application for registration of the declaration of conformity signed by the applicant, containing data according to Item 8 of these rules (in the case provided by paragraph one of Item 3 of these rules, the statement are data, stipulated in Item 8 these rules and the registration of declarations of conformity provided by the applicant to service);

b) the data confirming state registration of the legal entity or physical person as the individual entrepreneur;
