1. Approve enclosed:

1) Regulations on the special economic zone "National Industrial Petrochemical Technopark";

2) target indicators of the special economic zone "National Industrial Petrochemical Technopark".

2. This resolution becomes effective from the date of its signing.

Regulations on the special economic zone "National Industrial Petrochemical Technopark"

1. General provisions

1. The special economic zone "National Industrial Petrochemical Technopark" (further – SEZ) is located in the territory of the Atyrau area according to the enclosed plan.

The territory of SEZ constitutes 3614,8437 of hectare and is integral part of the territory of the Republic of Kazakhstan. Are part of the territory of SEZ: Karabatan industrial zones Ploshchad 1619,4477 of hectare and "Technopark" of 285 hectares, gas-separation plant of 100 hectares, gas pipeline Ploshchad 1599,53 of hectare and multipurpose hospital Ploshchad 10,8660 of hectare.

2. SEZ is created for the purpose of development of Atyrau area by investment attraction and creation of highly effective, including high and competitive technology productions, development of releases of new types of products.

3. Activities of SEZ are regulated by the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan of April 3, 2019 "About special economic and industrial zones" (further - the Law), this Provision and other regulatory legal acts of the Republic of Kazakhstan.

4. Control of SEZ is exercised according to the Law.

5. The taxation in the territory of SEZ is regulated by the tax legislation of the Republic of Kazakhstan.

4. Customs regulation

6. Customs regulation in the territory of SEZ is performed according to provisions of the customs legislation of the Eurasian Economic Union and the Republic of Kazakhstan.

5. Procedure for stay of foreign citizens and stateless persons in the territory of SEZ

7. In the territory of SEZ the procedure for entrance, departure, transit and stay of foreign citizens and stateless persons, and also their vehicles established by the legislation of the Republic of Kazakhstan and international agreements ratified by the Republic of Kazakhstan is effective.

6. Environmental protection

8. Implementation of activities of SEZ regarding ecological regulation is performed according to the ecological legislation of the Republic of Kazakhstan and is based on rational and effective use of natural resources by means of creation of conditions for transition to sustainable development and environmental protection on the basis of balance of economic, social and ecological aspects of improvement of quality of life.

7. Final provisions

9. The conditions established in this Provision can change the order of the Government of the Republic of Kazakhstan.

10. Early abolition of SEZ is performed according to the Law.

11. The activities of SEZ which are not settled by this Provision are performed according to the current legislation of the Republic of Kazakhstan and the Eurasian Economic Union.
