About the register of socially oriented non-profit organizations

According to subitem 19.6 of Item 1 of article 265 of the Tax Code of the Russian Federation the Government of the Russian Federation decides:

1. Approve the enclosed Regulations on procedure for maintaining the register of socially oriented non-profit organizations.

2. Determine the Ministry of Economic Development of the Russian Federation authorized body by maintaining the register of socially oriented non-profit organizations (further - the register).

3. To the Ministry of Economic Development of the Russian Federation:

perform methodical ensuring activities of the federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies and organizations authorized on provision of grants of the President of the Russian Federation, for forming of data on non-profit organizations, provided by the Provision approved by this resolution for inclusion in the register;

within 10 working days from the date of entry into force of this resolution to develop and issue the act determining requirements to format of the represented data on non-profit organizations for inclusion in the register.

4. Provide to the Ministry of Economic Development of the Russian Federation availability of technical capability for automatic interaction and data entry in information system "The official site of the Ministry of Economic Development of the Russian Federation on the Internet with the federal executive bodies, public authorities of subjects of the Russian Federation, local government bodies and the organizations authorized on provision of grants of the President of the Russian Federation.

5. Recognize invalid:

the order of the Government of the Russian Federation of June 11, 2020 No. 847 "About the register of non-profit organizations, most injured in the conditions of deterioration in situation as a result of spread of new koronavirusny infection" (The Russian Federation Code, 2020, No. 25, the Art. 3894);

6. This resolution becomes effective from the date of entry into force of the Federal Law "About Introduction of Amendments to Article 265 Parts Two of the Tax Code of the Russian Federation".

Regulations on procedure for maintaining the register of socially oriented non-profit organizations

1. This Provision determines procedure for maintaining the register of socially oriented non-profit organizations (further respectively - the register, non-profit organization).

2. Maintaining the register is performed by the Ministry of Economic Development of the Russian Federation (further - authorized body on maintaining the register).

3. The register joins the non-profit organizations corresponding to one of the following criteria:

being receivers of grants of the President of the Russian Federation by results of the competitions held by the organizations authorized on provision of grants of the President of the Russian Federation (further - the organizations authorized on inclusion of non-profit organizations in the register), or receivers of subsidies and grants within the programs realized by federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies, once and more within 3 years for date of inclusion in the register;

being contractors of socially useful services;

being suppliers of social services;

being the private educational organizations performing based on the license educational activities as core activity according to the purposes for the sake of which achievement such organization is created;

being charitable organizations registered in the procedure established by the legislation of the Russian Federation and which provided to the Ministry of Justice of the Russian Federation the message on continuation of activities or the reporting according to article 32 of the Federal law "About Non-profit Organizations" for 2 years preceding date of inclusion in the register;

being receivers of the property support provided by federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies for the term of provision of such support, but no more than for 3 years.

In case of receipt of request of Public chamber of the Russian Federation, the stipulated in Article 24 Federal Laws "About Public Chamber of the Russian Federation" (request of public chamber of the subject of the Russian Federation, the stipulated in Article 12 Federal Laws "About the General Principles of the Organization and Activities of Public Chambers of Subjects of the Russian Federation"), the federal executive body, executive body of the subject of the Russian Federation, local government body or the organization authorized on inclusion of non-profit organizations in the register reviews request and sends the motivated answer in accordance with the established procedure to Public chamber of the Russian Federation (public chamber of the subject of the Russian Federation).

6. The register cannot include non-profit organization which powers of the founder perform federal executive bodies, executive bodies of the subject of the Russian Federation or local government bodies.

8. In the register the following data are subject to inclusion:

a) decision date about support of non-profit organization (date of inclusion in the register of suppliers of social services, in the register of non-profit organizations - contractors of socially useful services);

b) date of inclusion in the register;

c) the complete and reduced (in the presence) name of non-profit organization;

d) identification taxpayer number;

e) primary state registration number of record about state registration of non-profit organization;
