About the register of socially oriented non-profit organizations

According to subitem 19.6 of Item 1 of article 265 of the Tax Code of the Russian Federation the Government of the Russian Federation decides:

1. Approve the enclosed Regulations on procedure for maintaining the register of socially oriented non-profit organizations.

2. Determine the Ministry of Economic Development of the Russian Federation authorized body by maintaining the register of socially oriented non-profit organizations (further - the register).

3. To the Ministry of Economic Development of the Russian Federation:

perform methodical ensuring activities of the federal executive bodies, executive bodies of subjects of the Russian Federation, bodies of the public power of the federal territory, local government bodies and organizations authorized on provision of grants of the President of the Russian Federation, for forming of data on non-profit organizations, provided by the Provision approved by this resolution for inclusion in the register;

within 10 working days from the date of entry into force of this resolution to develop and issue the act determining requirements to format of the represented data on non-profit organizations for inclusion in the register.

4. Provide to the Ministry of Economic Development of the Russian Federation availability of technical capability for data entry in information system of the Ministry of Economic Development of the Russian Federation on the Internet with the federal executive bodies, executive bodies of subjects of the Russian Federation, bodies of the public power of the federal territory, local government bodies and the organizations authorized on provision of grants of the President of the Russian Federation and also for interaction with the specified bodies and the organizations.

5. Recognize invalid:

the order of the Government of the Russian Federation of June 11, 2020 No. 847 "About the register of non-profit organizations, most injured in the conditions of deterioration in situation as a result of spread of new koronavirusny infection" (The Russian Federation Code, 2020, No. 25, the Art. 3894);

the order of the Government of the Russian Federation of June 23, 2020 No. 906 "About the register of socially oriented non-profit organizations" (The Russian Federation Code, 2020, No. 26, the Art. 4130);

the order of the Government of the Russian Federation of June 29, 2020 No. 949 "About modification of the order of the Government of the Russian Federation of June 11, 2020 No. 847" (The Russian Federation Code, 2020, No. 27, the Art. 4235).

6. This resolution becomes effective from the date of entry into force of the Federal Law "About Introduction of Amendments to Article 265 Parts Two of the Tax Code of the Russian Federation".

Regulations on procedure for maintaining the register of socially oriented non-profit organizations

1. This Provision determines procedure for maintaining the register of socially oriented non-profit organizations (further respectively - the register, non-profit organizations).

2. Maintaining the register is performed by the Ministry of Economic Development of the Russian Federation (further - authorized body on maintaining the register).

3. The register joins non-profit organizations which correspond to one of the following criteria:

are receivers of the grants of the President of the Russian Federation provided by the organizations authorized on provision of grants of the President of the Russian Federation (further - the organizations authorized on inclusion of non-profit organizations in the register), - for 3 years from the date of inclusion in the register;

are receivers of the subsidies or grants provided by federal executive bodies, executive bodies of subjects of the Russian Federation, bodies of the public power of the federal territory, local government bodies or non-profit organizations to which grants of the President of the Russian Federation for the purpose of joint financing of expenses on rendering on competitive basis of support to non-profit organizations in subjects of the Russian Federation are provided - for 3 years from the date of inclusion in the register;

are contractors of socially useful services;

are suppliers of social services;

are the private educational organizations performing based on the license educational activities as core activity according to the purposes for the sake of which achievement such organizations are created;

are the charitable organizations registered in the procedure established by the legislation of the Russian Federation and submitted in the Ministry of Justice of the Russian Federation the report according to article 32 of the Federal law "About Non-profit Organizations" in the year preceding date of inclusion in the register;

are receivers of property support in the form of provision of non-residential premises in ownership and (or) use of federal executive bodies, executive bodies of subjects of the Russian Federation, bodies of the public power of the federal territory or local government bodies (further - property support) - for the term of provision of property support.

4. The data on non-profit organizations containing in the register are open for general acquaintance and are placed in information system of the Ministry of Economic Development of the Russian Federation on the Internet (further - information system).

5. The register consists of the register entries containing the data on non-profit organizations specified in Item 6 of this provision including data on all criteria based on which the non-profit organization is included in the register.

6. In the register entry the following data on non-profit organization are entered:

a) identification taxpayer number of non-profit organization;

b) the complete and reduced (in the presence) names of non-profit organization;

c) the address of the legal entity (non-profit organization) within the location of the legal entity;

d) primary state registration number of record about state registration of non-profit organization;

e) code and the name of form of business of non-profit organization according to the All-Russian Classifier of Organizational-Legal Forms;

e) code and the name of main type of economic activity of non-profit organization according to the All-Russian Classifier of Economic Activities;

g) criteria (criterion) of inclusion of non-profit organization in the register according to Item 3 this provision;

h) date of emergence of the bases for inclusion of non-profit organization in the register according to criteria, stipulated in Item 3 this provision, namely:
