This resolution becomes effective from the date of its official publication, except for the subitem "b" of Item 9 and the subitem "g" of Item 42 of the Regulations on the Single state information system of social security, Item 1. 24, Sections 10 and 13 of structure of information placed in the Single state information system of social security, and the sources of such information approved by this resolution.

The Section 13 of structure of information placed in the Single state information system of social security and the sources of such information approved by this resolution becomes effective from the date of entry into force of the Federal Law "About Acquisition of Separate Types of Goods, Works, Services with Use of the Electronic Certificate" according to part 1 of article 8 of the specified Federal Law.

Regulations on the Single state information system of social security

I. General provisions, tasks and functions of the Single state information system of social security

2. The state customers of creation, development and operation of the Unified information system, and also operators of the Unified information system are the Ministry of Labour and Social Protection of the Russian Federation and Fund of pension and social insurance of the Russian Federation according to the distribution of powers between them determined by this Provision.

3. As the operator of the Unified information system based on its decision the federal state institution subordinated to it can perform powers of the Ministry of Labour and Social Protection of the Russian Federation.

4. Operator of the infrastructure providing functioning of the Unified information system (further respectively - infrastructure, the operator of infrastructure), is the Ministry of digital development, communication and mass communications of the Russian Federation. Functions of the operator of infrastructure on provision of infrastructure are performed according to the procedure, determined by the Ministry of digital development, communication and mass communications of the Russian Federation.

6. Treat tasks of the Unified information system:

a) forming and maintaining the qualifier of measures of social protection (support) and the list of categories of receivers of measures of social protection (support), the social services provided within social servicing and the government public assistance, other social guarantees and payments (further - measures of social protection (support);

b) provision to users of the Unified information system of information on the bases, conditions, about methods, forms and the facts of provision of the measures of social protection (support) performed in accordance with the legislation of the Russian Federation, the laws and other regulatory legal acts of subjects of the Russian Federation, municipal regulatory legal acts and also data on the organizations providing measures of social protection (support);

c) implementation of processes of appointment and provision of measures of social protection (support);

d) control of observance of the guaranteed amount of provision of measures of social protection (support);

e) ensuring process of identification of the citizens needing receipt of measures of social protection (support) and also accounting of information about such citizens.

7. Functions of the Unified information system are:

a) accomplishment necessary for appointment and provision of measures of social protection (support) of transactions by public authorities (state bodies), including federal executive bodies (federal state bodies) in which the Federal Law provides the military and equated to it service, the local government bodies, state non-budgetary funds, the organizations which are under authority of public authorities (further - authorities and the organizations), including with respect for the principle of targeting and use of criteria of needs;

b) ensuring interdepartmental electronic interaction of participants of information exchange among themselves by means of the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically;

c) collection, the analysis and information processing about the measures of social protection (support) provided to citizens, the data necessary for their provision, and also provision of access to such information and these citizens interested to authorities and the organizations;

d) realization of possibility of use of data of the Unified information system for the purpose of providing conditions of provision of measures of social protection (support) and use of criteria of needs;

e) forming, maintaining, use and provision of the data containing in databank of legal representatives of persons having the right to measures of social protection (support);

e) accounting of data (maintaining registers) necessary for appointment and provision of measures of social protection (support);

g) possibility of expense forecasting of budgets of the budget system of the Russian Federation regarding accomplishment of obligations of the Russian Federation, subjects of the Russian Federation, municipalities in the sphere of social protection (support);

h) ensuring unification of the measures of social protection (support) provided at the expense of means of budgets of subjects of the Russian Federation and local budgets;

i) forming of the reporting on measures of social protection (support);

j) possibility of forecasting and assessment of need of provision of measures of social protection (support) and needs of citizens in them;

k) ensuring identification of events which approach gives to citizens opportunity of receipt of measures of social protection (support), and forming of the personified information on the rights arising at them in connection with approach of such events.

8. Creation, functioning and development of the Unified information system are performed on the basis of the following principles:

a) use of the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically;

b) ensuring completeness, reliability, relevance and integrity of the data received with use of the Unified information system;

c) momentariness of information input and recurrence of its use;

d) ensuring application by authorities and organizations of the qualifier of measures of social protection (support) and list of categories of receivers of measures of social protection (support);

e) centralization of collection and gratuitousness of provision of information with use of the Unified information system for all users of the Unified information system according to their access rights;

e) creation modularity, adaptability and changeability of the Unified information system;

g) openness for integration with the existing and created state and other information systems on the basis of single rules and formats of information exchange;

h) register accounting of the data which are subject to placement in the Unified information system, in cases stipulated by the legislation the Russian Federation;

i) the personal responsibility of officials of participants of information exchange for completeness, relevance and reliability of the data placed by them in the Unified information system and also the operator liability of the Unified information system for their storage and destruction in accordance with the established procedure.

9. Participants of information exchange are:

a) suppliers of information - public authorities (state bodies), local government bodies, state non-budgetary funds, guardianship and custody bodies, the organizations which are under authority of public authorities including the multipurpose centers of provision of the state and municipal services in the presence of the relevant decision of the subject of the Russian Federation providing measures of social protection (supports);

b) users of the Unified information system are suppliers of information, citizens and notaries;

c) operators of the Unified information system;

d) operator of infrastructure;

e) authorities and the organizations at which disposal the data necessary for purpose of measures of social protection (support) and which by means of use of single system of interdepartmental electronic interaction represent the specified data on interdepartmental requests of suppliers of information, and also the authorities and the organizations which are not suppliers of information, receiving data from the Unified information system with use of the state information systems are.

10. Owner of information containing in the Unified information system on behalf of the Russian Federation is the supplier of information regarding the data placed by him in the Unified information system.
