3. Planned inspections which conducting was planned for 2021 within carrying out the state land supervision are subject to the organization and carrying out within federal state land control (supervision) according to provisions of the Federal Law "About the State Control (Supervision) and Municipal Control in the Russian Federation".

4. Realization of the powers provided by this resolution is performed within the number of employees of Federal Registration Service, Federal Service for Veterinary and Phytosanitary Surveillance and Federal Nature Management Supervision Service, and also budgetary appropriations provided in the federal budget to the specified bodies on management and management in the sphere of the established functions established by the Government of the limiting Russian Federation.

Regulations on federal state land control (supervision)

1. This Provision establishes procedure of federal state land control (supervision) (further - the state land supervision) (except for the state land supervision exercised by divisions of Federal Security Service of the Russian Federation regarding observance of mandatory requirements in the field of environmental protection on the parcels of land provided to the organizations subordinated to Federal Security Service of the Russian Federation on which the objects used by such organizations are located).

2. Subject of the state land supervision are:

observance by legal entities, individual entrepreneurs, citizens, public authorities and local government bodies of mandatory requirements to use and protection of objects of land relations for which violation the legislation of the Russian Federation provides the administrative responsibility;

observance by legal entities, individual entrepreneurs, peasant farms without formation of legal entity of the mandatory requirements established in requirements to the address of the by-products of livestock production established according to the Federal Law "About By-products of Livestock Production and about Modification of Separate Legal Acts of the Russian Federation" and other regulatory legal acts of the Russian Federation when using by-products of livestock production;

observance of mandatory requirements of the land legislation when implementing by public authorities and local government bodies of activities for the order the objects of land relations which are in the state-owned or municipal property.

Object of the state land supervision are objects of land relations (lands, the parcels of land or parts of the parcels of land), and also activities of public authorities and local government bodies for the order the objects of land relations which are in the state-owned or municipal property.

3. The state land supervision is exercised by Federal Registration Service, Federal Service for Veterinary and Phytosanitary Surveillance and Federal Nature Management Supervision Service (further - state supervision bodies), their territorial authorities.

4. Provisions of the Federal Law "About the State Control (Supervision) and Municipal Control in the Russian Federation", the Land code of the Russian Federation, the Federal Law "About the General Principles of the Organization of Legislative (Representative) and Executive Bodies of the Government of Subjects of the Russian Federation" and the Federal Law "About the General Principles of the Organization of Local Self-government in the Russian Federation" are applied to the relations connected with implementation of the state land supervision.

5. The Federal Registration Service (its territorial authorities) exercises the state land supervision of observance:

a) mandatory requirements about non-admission of unauthorized occupation of lands, the parcel of land or part of the parcel of land, including use of lands, the parcel of land or part of the parcel of land, person which does not have the stipulated by the legislation rights to them;

b) mandatory requirements about use of the parcels of land on purpose according to their belonging to this or that category of lands and (or) the permitted use;

c) the mandatory requirements connected with compulsory use of the lands intended for housing or other construction, gardening, truck farming and personal subsidiary farm, for present purposes during fixed term;

d) public authorities and local government bodies of requirements of the land legislation by provision of lands, the parcels of land which are in the state-owned and municipal property;

e) the mandatory requirements connected with obligation on reduction of lands in the condition suitable for use on purpose;

e) execution of instructions about elimination of violations of the mandatory requirements issued by officials of Federal Registration Service (its territorial authorities) within their competence.

6. The powers specified in Item 5 of this provision are performed by Federal Registration Service (its territorial authorities) concerning all categories of lands.
