Declare invalid the subitem 3) of Item 1 of the order of the Minister of ecology, geology and natural resources of the Republic of Kazakhstan of June 2, 2020 No. 130 "About approval of Rules of rendering the state services of environmental protection" (it is registered in the Register of state registration of regulatory legal acts for No. 20823).
3. To provide to department of climatic policy and green technologies of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan after its official publication;
3) within ten working days after state registration in the Ministry of Justice of the Republic of Kazakhstan of this order submission to Department of legal service of the Ministry of ecology, geology and natural resources of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.
4. To impose control of execution of this order on the supervising vice-minister of ecology, geology and natural resources of the Republic of Kazakhstan.
5. This order becomes effective after sixty calendar days after day of its first official publication.

These rules of issue of permissions to works with use of ozone-depleting substances, repair, installation, equipment maintenance, containing ozone-depleting substances, transportation, storage, recuperation, recovery, utilization of ozone-depleting substances (further - Rules) are developed according to item 4 of article 309 of the Ecological code of the Republic of Kazakhstan, the subitem 4) of Item 1 of article 12 of the Law of the Republic of Kazakhstan "About permissions and notifications" and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further - the Law) and determine procedure for issue of permissions to works with use of ozone-depleting substances, repair, installation, equipment maintenance, containing ozone-depleting substances, transportation, storage, recuperation, recovery, utilization of ozone-depleting substances (further - Permission).
2. Rules extend to the physical and (or) legal entities performing the activities connected with works with use of ozone-depleting substances, repair, installation, equipment maintenance, containing ozone-depleting substances, transportation, storage, recuperation, recovery, utilization of ozone-depleting substances.
3. Action of these rules extends to all types of ozone-depleting substances regulated by the Montreal protocol on the substances destroying ozone layer according to the Law of the Republic of Kazakhstan "About accession of the Republic of Kazakhstan to the Montreal Protocol on the substances destroying ozone layer" and amendments to it which party is the Republic of Kazakhstan.
4. In Rules terms and determinations according to the current legislation of the Republic of Kazakhstan are used.
5. Permission is issued both on everything, and on the separate types of activity specified in Item 2 of these rules according to the submitted application.
6. Permission effective period - three years from date of issue.
7. Permission stops the action in case of expiration of Razresheniya on which it is issued, or the voluntary address of the physical and (or) legal entity who is the owner Razresheniya about cancellation of Razresheniya.
8. Suspension, action renewal, deprivation (response) of Permission is performed according to the procedure and on the bases provided by the law of the Republic of Kazakhstan "About permissions and notifications".
9. Issue of the permission to works with use of ozone-depleting substances, repair, installation, equipment maintenance containing ozone-depleting substances, transportation, storage, recuperation, recovery, utilization of ozone-depleting substances is the state service (further - the state service).
10. The state service appears Committee of ecological regulation and control of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan (further – the service provider).
11-1. Uslugopoluchatel agrees to access to personal data of limited access which are required for rendering the state service.
