1. Approve the enclosed Regulations on federal state phytosanitary quarantine control (supervision).

2. Declare invalid the order of the Government of the Russian Federation of August 29, 2020 No. 1304 "About approval of the Regulations on the state phytosanitary quarantine control (supervision)" (The Russian Federation Code, 2020, No. 36, the Art. 5621).

3. Determine that scheduled inspections concerning legal entities, individual entrepreneurs and citizens on observance of mandatory requirements by them in the field of quarantine of plants in case of production (including conversion), import to the Russian Federation, export from the Russian Federation, storage, transportation, realization, quarantine phytosanitary disinfecting and destruction of quarantine products, quarantinable objects which carrying out was planned for 2021 and which date comes after June 30, 2021 are performed according to this resolution.

4. Realization of the powers provided by this resolution is performed within the limiting Russian Federation established by the Government of the number of employees of Federal Service for Veterinary and Phytosanitary Surveillance, the Federal Customs Service, and also the number of staff of the military personnel of troops of national guard of the Russian Federation, the persons who are serving in troops of national guard of the Russian Federation and having special ranks of police, and civil personnel of troops of national guard of the Russian Federation established by the President of the Russian Federation, and the budgetary appropriations provided to Federal Service for Veterinary and Phytosanitary Surveillance, the Federal Customs Service and troops of national guard of the Russian Federation in the federal budget on management and management in the sphere of the established functions.

Regulations on federal state phytosanitary quarantine control (supervision)

3. The federal executive bodies authorized on implementation of the state control are the Federal Service for Veterinary and Phytosanitary Surveillance (territorial authorities), the Federal Customs Service and other customs authorities.

4. The state control exercised at check points through frontier of the Russian Federation of the quarantine products imported into the Russian Federation from foreign states, including moved in mailings, in hand luggage and baggage of passengers, members of crews of ocean ships, river crafts, aircrafts, vehicles, crews of train behind vehicles which perform import to the Russian Federation of quarantine products, are performed by Federal Service for Veterinary and Phytosanitary Surveillance (territorial authorities), and also the Federal Customs Service and other customs authorities for the purpose of ensuring compliance, the prevention, identification and suppression of violations of the quarantine phytosanitary requirements established by the acts constituting the right of the Eurasian Economic Union, international treaties the Federal Laws and other regulatory legal acts of the Russian Federation in the sphere of quarantine of plants.

5. The state control on the objects occupied by troops of national guard of the Russian Federation is performed by divisions of the Federal Service of troops of national guard of the Russian Federation, its territorial authorities, relevant organs of management, and also their public institutions.

The state control specified in this Item is performed according to the regulatory legal acts of the Federal Service of troops of national guard of the Russian Federation adopted in coordination with the Ministry of Agriculture of the Russian Federation.
