About measures for enhancement of infrastructure of rendering the state services and expansion of access of the population to the state services

In the country the system of rendering the state services to citizens and entrepreneurs is step by step reformed, system measures for creation of favorable investment and business climate, elimination of excessive bureaucratic barriers and radical improvement of quality of rendering the state services actively are implemented.

In particular, as a result of the reforms undertaken in this sphere more than 70 state services are simplified, terms and the number of the documents necessary for provision of services, the state services rendered by the centers on average are twice reduced.

Along with it the low level of scope the services rendered by the centers of the state services, duration and high cost of the rendered state services, and also incomplete digitization of necessary information in most state bodies is witnessed about relevance of the tasks facing us in this direction.

For the purpose of strengthening of works on support of the segments of the population needing social protection, ensuring high-quality rendering the state services, harmonization of processes of digitalization of system of rendering the state services to various category:

1. Establish procedure according to which since November 1, 2021:

a) when rendering the state services to persons registered in the information system "Unified Register of Social Protection" and also to persons with disability of I and II groups through the centers of the state services and (or) the Single portal of interactive state services (further - EPIGU) on the state fees, charges and any other payments established by acts of the legislation applies 50 percent discount (except as specified addresses for the purpose of business activity or as the representative of the legal entity);

b) in case of delay of provision of the state services rendered through the centers of the state services, the information system "License" and EPIGU, more than for three working days from the term established by acts of the legislation according to addresses of applicants of 50 percent of the state fees, charges and any other payments paid for use of services return it within one working day. At the same time:

payments return to the applicant at the expense of means of the Off-budget fund of the Agency of the state services and are collected by the Agency of the state services in unconditional procedure (without acceptance) from extrabudgetary and other funds of the state bodies and the organizations which allowed delay in rendering the state services;

the corresponding state service is rendered to the applicant in full.

2. Reduce since January 1, 2022 the amount of the state taxes, charges and other payments levied for rendering separate state services according to appendix No. 1.

3. Support the offers of the Ministry of Justice, the Ministry of Finance, the Ministry of Economic Development and reducing poverty, and also the Ministry of development of information technologies and communications providing:

a) since December 1, 2021:

provision to the citizens of the Republic of Uzbekistan who are constantly living abroad, to foreign physical persons and legal entities, and also stateless persons, access to electronic state services by issue by diplomatic representations and consular establishments of the Republic of Uzbekistan of certificates of keys of the digital signature;

issue in the simplified procedure for personal identification number of physical person to the foreign citizens and persons without citizenship who are not living constantly in the Republic of Uzbekistan, district (city) divisions of migration and registration of nationality and the centers of the state services;

determination of the amount of payments for issue of the duplicate of the license, permission, the certificate and other document of allowing nature established in acts of the legislation in national currency, up to 10 percent of basic settlement size (except as specified when in acts of the legislation payments are not established or determined in the amount of less than 10 percent of basic settlement size). At the same time for issue of the duplicate of the license, permission, the certificate and other documents of allowing nature with the put QR code the payment is not levied;

b) implementation since January 1, 2022 of procedure for registration and issue, including through the centers of the state services of the identification ID card of the citizen of the Republic of Uzbekistan, the foreign citizen and stateless person who is constantly living in the Republic of Uzbekistan and also the biometric passport of the citizen of the Republic of Uzbekistan for trip abroad.

4. Approve:

The list of the state services implemented step by step through the centers of the state services and EPIGU according to appendix No. 2;

The list of the state bodies and organizations responsible for provision since October 1, 2021 of separate types of data and documents electronically by means of interdepartmental integration platform of the Electronic Government system, according to appendix No. 3;

The list of separate types of the state services which terms of rendering are reduced since January 1, 2022, according to appendix No. 4;

"Road map" on further simplification of procedure, reducing terms and necessary documents, and also digitalization of rendering the state services according to appendix No. 5.

5. Determine that since January 1, 2022 reclamation by state bodies, economic associations, executive bodies on places and the state organizations from the population, including subjects of entrepreneurship is cancelled:

a) the data confirming the facts:

data of the certificate on state registration of the subject of entrepreneurship;

confirmation availability about receipt of the license, documents and notifications of allowing nature;

payments of the state fee, charges and other payments;

possession of securities, carrying out transactions with securities, receipt of dividends;

registration as needy family or its member;

payments and receipts of the alimony by physical person;

data of the diploma on the higher education;

terminations of average of special, professional educational institution by physical person;

the terminations of average educational institution (based on the 11th class) physical person;

the citizen's availability in "Yoshlar of daftara" or "Ayollar of daftara";

data on self-employed persons;

these documents confirming the right of the entrant to privilege in case of revenues to study in the highest educational institutions;

b) following documents:

copies of financial statements;

the references confirming compensation of physical person for the last 12 months;

certificates of payment of social benefits and pensions.

When rendering the state services to physical persons in the course of employment and implementation of other ministerial procedures state bodies and the organizations independently request from the responsible state bodies and the organizations determined in appendix No. 4 to this Decree, the documents and data provided by this Item by means of interdepartmental integration platform of the Electronic Government system.

To provide to the ministry of development of information technologies and communications together with the ministries and departments till January 1, 2022 integration with interdepartmental integration platform of the Electronic Government system of the data and data containing in their information systems, resources and databases with observance at the same time of requirements of information security.

Assign to heads of the ministries and departments the personal responsibility for timely and high-quality forming of electronic databases, digitization of information, submission of data and documents electronically at the scheduled time.

Reclamation by state bodies and organizations at the population of the documents and data specified in this Item is violation of requirements of acts of the legislation in the sphere of rendering the state services.

6. Determine that since January 1, 2022 at least 20 percent of part of the state fees, charges and any other payments levied for rendering the state services transferred into accounts of the state bodies and organizations responsible for rendering the state services are aimed at the development of information technologies and digitization of documents in paper form in the specified state bodies and the organizations.

To the Ministry of Finance together with the Ministry of development of information technologies and communications on permanent basis to carry out monitoring of the direction of the funds provided by this Item for development of information technologies and digitization of documents in paper form in state bodies and the organizations.

7. Implement since January 1, 2022 the following procedure for issue of qualification certificates to physical persons on the occupation right separate types of activity and carrying out their certification in these purposes:

addresses on issue of qualification certificates and passing of certification are accepted electronically;

process of the examination held for issue of the qualification certificate is fixed by continuous video (with sound), and also the video is stored at least one year;

the payments enforced from physical persons for issue of qualification certificates and passing of certification are performed through Single billing system of accounting of the amounts of the state fees and charges paid for rendering the state services;

when passing of examination by candidates questions are set in the form of tests by means of the computer and results appear at the same time (except for the directions requiring special skills and carrying out practical testing);

qualification certificates and certification certificates are drawn up with drawing QR code.

8. To the population till November 1, 2021 to provide to the ministry of development of information technologies and communications together with the Ministry of Justice for the purpose of increase in share of the rendered electronic (online) services and creation of conveniences development of the new version of the Unified information system of identification of users of the Electronic Government system (OneID) and its mobile application.
