About implementation of system of efficiency evaluation of activities of deputy managers of the ministries, state committees, other state bodies and economic associations

For the last five years in the republic large-scale complex measures for cardinal increase in efficiency of activities of the ministries, the state committees, other state bodies and economic associations, specific determination of their tasks, powers and spheres of responsibility are realized.

Along with it deep and comprehensive critical study of real situation in industries and regions showed availability of number of the massive faults and system problems connected with strengthening of the personal responsibility of deputy managers of the ministries, state committees, other state bodies and economic associations for proper and responsible accomplishment of the functional tasks assigned to them.

For the purpose of increase in the personal responsibility, specific determination of tasks and powers of deputy managers of the ministries, the state committees, other state bodies and economic associations according to the operational solution of the priority, strategic and urgent tasks facing our country in the course of implementation of rapid and large-scale reforms in case of creation of new Uzbekistan at the present stage of development of the country, and also implementation of new system of efficiency evaluation of activities and achievement of target indicators by means of the main criteria:

1. Draw the attention of deputy managers of the ministries, state committees, other state bodies and economic associations to inadmissibility of sluggishness and red tape in case of accomplishment of the tasks assigned to them by the laws of the Republic of Uzbekistan, decisions of the President of the Republic of Uzbekistan and the Cabinet of Ministers and also their first heads.

2. Determine that deputy managers of the ministries, the state committees, other state bodies (further - state bodies) and economic associations bear the personal responsibility before the President of the Republic of Uzbekistan and are accountable to the Cabinet of Ministers for efficiency and effectiveness of activities in the industries and spheres assigned to them.

3. Implement the system of assessment of activities of deputy managers of state bodies and economic associations providing:

approval by the resolution of the Cabinet of Ministers of the main criteria for evaluation of efficiency of activities and achievement of target tasks of deputy managers of state bodies and economic associations from shares of the state more than 50 percent (further - economic associations);

annual development and approval by collegiate organs of state bodies and economic associations of indicators of activities of deputy managers of the state bodies and economic associations providing assessment of condition of performing discipline;

implementation of system monitoring of the main criteria for evaluation of efficiency of activities and achievement of target tasks and indicators of deputy managers of state bodies and economic associations on the basis of the statistical, departmental reporting and analytical information;

following the results of every quarter carrying out discussions at meetings of collegiate organs of public administration and the supervisory boards of economic associations, and also in the Cabinet of Ministers of activities of deputy managers on the basis of results of monitoring and the critical analysis;

taking measures of encouragement or attraction to disciplinary responsibility by assessment of activities of all deputy managers on the basis of criteria and indicators of assessment.

To the Cabinet of Ministers:

in week time to approve the main criteria for evaluation of efficiency of activities and achievement of target tasks of deputy managers of state bodies and economic associations;

provide monthly informing by deputy managers state bodies and economic associations on course of execution of performance indicators of activities through mass media, including TV and radio channels.

4. Determine that within system of assessment of activities of deputy managers of state bodies and economic associations:
