About measures for cardinal enhancement of system of quarantine and protection of plants in the republic

For the purpose of further enhancement of management system quarantine and protection of plants, ensuring phytosanitary and food security, complete transfer to private sector of system of supply of fertilizers and chemical means and rendering services, increases in competitiveness of domestic agricultural production in the foreign markets and building-ups of the export potential of the country, and also improvement of quality of fertilizers and agrochemical services:

1. Form the Agency on quarantine and protection of plants of the Republic of Uzbekistan based on the State inspectorate for plant quarantine under the Cabinet of Ministers.

2. Agree with offers of the Ministry of Economic Development and reducing poverty, the Ministry of Agriculture, Ministry of Finance, Antimonopoly Committee, State Tax Committee, Agency on management of the state assets, shareholders of JSC Uzagrokimyokhimoya and territorial JSC Agrokimyokhimoya, providing:

liquidation of JSC Uzagrokimyokhimoya and territorial JSC Agrokimyokhimoya;

abolition of State commission on carrying out testing and registration of means of chemicalixation and protection of plants under the Ministry of Agriculture.

5. Take into consideration that JSB Agrobank:

the credit line in the amount of 200 billion sum is open for creation of laboratories, equipment procurement and the equipment, replenishment of current assets of the subjects of entrepreneurship who are engaged in production and rendering services in the direction of pest control, diseases and weeds of plants;

"The school of farmers" for the purpose of support of scientific activities in industry of agricultural industry, including the sphere of protection of plants, and also increases in level of knowledge of specialists and the population is framed;

the grant in the amount of 10 billion sum for implementation in practice of new innovation researches for the purpose of support of scientific activities of Research institution of protection of plants and researchers of the sphere is allocated.

6. Agree with the offer of khokimiyat of the Tashkent region and JSB Agrobank on creation in the Tashkent region of the Model center of rendering complex services in protection of plants (further - the Model center) and determination of JSB Agrobank by his customer.

7. Assign to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent and JSB Agrobank task of the step-by-step organization of business projects of entrepreneurs in the direction of rendering complex services in protection of plants on the basis of experience of the Model center at the expense of own means of initiators, bank loans and on leasing basis.

8. To the Cabinet of Ministers in week time to introduce the draft of the resolution of the President of the Republic of Uzbekistan on the organization of activities of the Agency to Administration of the President of the Republic of Uzbekistan.

9. To the agency:

a) till December 1, 2021 together with the Ministry of Agriculture, the Ministry of Finance, the Ministry of Economic Development and reducings poverty to develop and bring in the Procedure for Expense Recovery Cabinet of Ministers, connected with pest control and ensuring preserving harvest in emergency situations;

b) in six-months time to review regulations of the laws "About Plant Quarantine" and "About Protection of Agricultural Plants against Wreckers, Diseases and Weeds" and to introduce the relevant bill to the Cabinet of Ministers;

c) till the end of the current year to take measures for inclusion of import, wholesale and retail trade by fertilizers and chemical means in the list of the licensed types of activity in accordance with the established procedure;

d) till the end of the current year to develop and submit for approval in the Cabinet of Ministers:

Procedure for certification of employees of the legal entities and physical persons rendering services in protection of plants in private sector;

Procedure for realization of separate chemical means based on the recommendation and the recipe of the agronomist-inspector and the identity document of the land user in case of cultivation of agricultural products.

10. For the purpose of ensuring effective and timely implementation of measures, established by this Decree:

a) To the ministry of employment and employment relationships (N. B. Khusanov) together with the Agency in the course of holding actions for fight against harmful organisms to create system of attraction in clinics of plants and biolaboratory of agronomists, phytopathologists, entomologists, chemists-biologists according to Procedure for the organization of activities of clinics of plants for the purpose of employment of the specified specialists by means of training and increase in their qualification;

b) To the ministry of development of information technologies and communications (Sh. M. Sadikov) to implement adequate measures on integration of all types of activity in the field of protection of plants with the Automated information system "e-Fitouz" of the Agency for the purpose of further widespread introduction of this system;

c) To service of sanitary and epidemiologic wellbeing and public health (B. K. Yusupaliyev) to bring into accord with international standards requirements imposed to determination of hazardous substance content (pesticides, mycotoxins, nitrates, toxic elements, fertilizers and others) as a part of agricultural products and its safety.

11. To the chairman of the board of Ministers of the Republic of Karakalpakstan, hokima of areas and the city of Tashkent proceeding from the tasks established by this Decree to approve the "road maps" providing specific measures for the effective organization of new system, to specify the personal responsibility for timely and high-quality accomplishment in full of the established tasks.

12. To the agency together with the Agency of information and mass communications, National news agency of Uzbekistan and National broadcasting company of Uzbekistan:

organize work on extended coverage of the purposes and tasks of this Decree in mass media;

it is regular to show telecasts about the held events for protection of plants, to broadcast them on TV and radio channels as social advertizing.

13. Make changes and additions to some acts of the President of the Republic of Uzbekistan according to appendix No. 3.

14. To the agency together with the interested ministries and departments in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree.
