4. This resolution becomes effective since July 1, 2021.

I. General provisions

1. This Provision establishes procedure for the organization and implementation of federal state control (supervision) in the field of consumer protection (further - the state control (supervision).

2. The state control (supervision) in the field of consumer protection is exercised by Federal Service for the Oversight of Consumer Protection and Welfare (further - regulatory (supervising) authority).

3. The officials authorized on implementation of the state control (supervision) are officials of regulatory (supervising) authority whose official regulations establish obligation on implementation of the state control (supervision), including holding preventive and control (supervising) actions.

For the purposes of this provision controlled persons are understood as persons specified in subitems "an" and "b" of item 4.

For the purposes of this provision inspectors are the officials specified in subitems "v" - "both" Item 5 and subitems "v" - Item 6.

4. Subject of the state control (supervision) is:

a) observance by manufacturers, contractors, sellers, authorized organizations or authorized individual entrepreneurs, importers, owners of aggregators of the mandatory requirements established by the Law of the Russian Federation "About consumer protection", other Federal Laws and other regulatory legal acts of the Russian Federation, and also the acts constituting the right of the Eurasian Economic Union, governing the relations in the field of consumer protection;

b) observance by the manufacturer, contractor (person performing functions of the foreign manufacturer), the seller of the following requirements established by technical regulations or the mandatory requirements which are subject to application before entry into force of technical regulations according to the Federal Law "About Technical Regulation" in relation to objects of technical regulation if these objects are subject of the relations with participation of the consumer and the established mandatory requirements are aimed at providing the appropriate rights of the consumer:
