About approval of the Regulations on the federal state information system "Single Information Platform of National Management System Data" and about introduction of amendments to some acts of the Government of the Russian Federation

1. Approve enclosed:

Regulations on the federal state information system "Single Information Platform of National Management System Data" (further - the Provision);

changes which are made to acts of the Government of the Russian Federation.

2. Determine the Ministry of digital development, communication and mass communications of the Russian Federation:

the operator of the federal state information system "Single Information Platform of National Management System Data" (further - single information platform);

the federal executive body performing functions on normative legal regulation regarding enhancement of processes of management of the state data in coordination with the Ministry of Economic Development of the Russian Federation and also regarding systematization and harmonization of information in coordination with the Ministry of Finance of the Russian Federation.

3. Determine the Ministry of Economic Development of the Russian Federation the federal executive body performing functions by determination of the requirements to procedure for forming and measure calculation collected and provided with use of subsystem of information and analytical providing single information platform within the powers.

4. To the ministry of digital development, communication and mass communications of the Russian Federation within 3 months from the date of entry into force of this resolution to approve:

procedure for quality management of the state data with use of single information platform;

procedure for submission of the state data in subsystem of information and analytical providing single information platform and exchange of the state data with use of show-windows of data of public authorities and governing bodies of state non-budgetary funds (further - show-windows of data);

procedure for connection to single information platform;

procedure for management of model of the state data with use of single information platform, including forming and maintaining the specified model, and the register of information resources in coordination with the Ministry of Finance of the Russian Federation;

procedure for creation and maintaining show-windows of data.

5. To the ministry of digital development, communication and mass communications of the Russian Federation to submit time in half a year for approval in presidium of Government commission on digital development, use of information technologies for the improvement of quality of life and conditions of conducting business activity of graphics of creation of show-windows supplied and types of the information of single electronic service of single system of interdepartmental electronic interaction, created taking into account the needs for the state data and approved with federal executive bodies and state non-budgetary funds regarding the state data which owners they are.

6. To provide to federal executive bodies and state non-budgetary funds of the Russian Federation according to the Provision, procedures specified in item 4 of this resolution and the schedules approved according to Item 5 of this resolution creation of show-windows of data and creation or change of types of data, and also submission of the state data by means of show-windows supplied and types of the information.

7. Recommend to executive bodies of subjects of the Russian Federation, to governing bodies of territorial state non-budgetary funds, local government bodies and other bodies and the organizations to perform connection to single information platform and its use, and also creation of show-windows of data according to the Provision and procedures specified in item 4 of this resolution.

8. Determine that the actions provided by the Provision are performed by federal executive bodies and state non-budgetary funds of the Russian Federation within the established powers and within the budgetary appropriations provided by the Federal Laws on the federal budget and budgets of state non-budgetary funds of the Russian Federation for the corresponding financial year and planning period on management and management in the field of the established functions.

I. General provisions

2. For the purposes of this provision the following terms and determinations are applied:

"show-window of data" - the component of information systems of bodies and organizations of public sector representing the complex of program and technical means providing loading, storage and provision of the state data from information systems of bodies and the organizations of public sector to other bodies and the organizations of public sector with use of single information platform and by means of single system of interdepartmental electronic interaction for provision of the state and municipal services, execution of the state and municipal functions electronically and also for submission of the state data in subsystem of processing of the state data and subsystem of information and analytical providing single information platform;

"the state data" - information containing in information resources of bodies and organizations of public sector, and also the information resources created for the purpose of realization of powers of bodies and organizations of public sector;

"incident of quality of data" - the notification on mismatch of the transferred or processed information to quality requirements of data or actual data;

"model of the state data" - the description of the state data, including the description of structure, structure and interrelation of the state data, and also their owners;
