About Requirements to unique identification of the accompanying document

For the purpose of implementation of the subitem 1 of Item 1 of article 17 of the Agreement on the mechanism of traceability of the goods imported on customs area of the Eurasian Economic Union of May 29, 2019 (further - the Agreement) the Board of the Eurasian economic commission solved:

1. Approve the enclosed Requirements to unique identification of the accompanying document.

2. Ask public authorities of state members of the Eurasian Economic Union (further - state members), authorized to provide coordination of realization of the mechanism of traceability according to the Agreement, in case of modification of structure of registration number of the accompanying document to inform the Eurasian economic commission on the specified changes not later than 6 months before start date of their application.

Information specified in paragraph one of this Item is brought by the Eurasian economic commission to the attention of public authorities of other state members, authorized to provide coordination of realization of the mechanism of traceability according to the Agreement, within 10 working days from the date of, the receipt of information following behind day.

3. Ask state members to provide obligatory specifying of the second facet of the registration number created according to the legislation of state member and providing uniqueness of identification of the accompanying document in state member, in the accompanying document or in appendix to it (in case of registration on paper).

4. This Decision becomes effective after 30 calendar days from the date of its official publication.

Requirements to unique identification of the accompanying document

1. For the purpose of ensuring unique identification of the accompanying document its registration number created in national system of traceability has the following structure:

YY-X... X, where:

YY - the first facet consisting of 2 symbols meaning code of state member of the Eurasian Economic Union (further - state members) from which territory the goods which are subject to traceability according to the qualifier of the countries of the world approved by the Decision of the Commission of the Customs union of September 20, 2010 No. 378 move (the Republic of Armenia - AM, the Republic of Belarus - BY, the Republic of Kazakhstan - KZ, the Kyrgyz Republic - KG, the Russian Federation - RU);

X... X - the second facet which is not exceeding 50 symbols, created according to the legislation of state member and providing uniqueness of identification of the accompanying document in state member.

When forming the second facet of registration number only the Arab figures, letters of Latin and Cyrillic alphabets and dividers can be used.

2. Examples of forming of the second facet of registration number of the accompanying document in state members are given in appendix to these Requirements.

1. In the Republic of Armenia:

2. In the Republic of Belarus:

GGGGGGGGGGGGG - number GLN of the consignor (13 symbols);

N... N - unique sequence number of the electronic waybill within the consignor (from 1 to 25 symbols).

3. In the Republic of Kazakhstan:

ESF - 3 symbols;

XXXXXXXXXXXX - 12 figures, are filled with data about the IIN/bin of the taxpayer - the supplier of goods, works, services;

GGGGMMDD - date of assignment of registration number to the accompanying document created in national system of traceability (8 symbols: GGGG - year (4 symbols), MM - month (2 symbols in the range from 01 to 12), DD - day (2 symbols in the range from 01 to 31));

XXXXXXXX - the unique identifier in the database created in any procedure (8 symbols).

4. In the Kyrgyz Republic:

5. In the Russian Federation:
