According to article 53-1 of the Law of Ukraine "About prevention of corruption", 5, to Item 9 of the Regulations on the National agency of Ukraine concerning public service approved by the resolution of the Cabinet of Ministers of Ukraine of October 1, 2014 No. 500, for the purpose of providing the proper organization of work with messages on violation of requirements of the Law of Ukraine "About prevention of corruption" I ORDER to the subitem of 1 Item:

1. Approve the Procedure for the organization of work with the messages on corruption introduced by exposers in the National agency of Ukraine concerning public service, its territorial authority, and also the company, organization and the organization which treats the sphere of its management which is applied.

2. In accordance with the established procedure to provide to department of normative and legal work and legal providing submission of this order on state registration in the Ministry of Justice of Ukraine.

3. To the chief specialist concerning prevention and identification of corruption to provide rendering the advisory and methodical help with questions of implementation of this order to structural divisions of the device NAGS, to its territorial authorities, the companies, organizations and the organizations relating to the sphere of its management.

4. This order becomes effective from the date of its official publication.

5. I reserve control of execution of this order.

Procedure for the organization of work with the messages on corruption introduced by exposers in the National agency of Ukraine concerning public service, its territorial authority, and also the company, organization and the organization which treats the sphere of its management

I. General provisions

1. This Procedure determines the sequence of actions of workers of the device NAGS, its territorial authorities the, and also companies, organizations and organizations belonging to the sphere of its management (further - the worker of NAGS) during obtaining, registration, consideration and accounting of messages on violation of requirements of the Law of Ukraine "About prevention of corruption" (further - the Law), arriving through the telephone "hot line", the official website, means of mail or electronic communication, and also on personal reception of citizens.

2. The terms used in this Procedure are used in the following values:

identification of the message - establishment of compliance of information stated in the message, to signs corruption or connected with corruption of offense, other violation of the law;

the message on corruption - the message of person which contains the actual data confirming possible making by the worker (workers) of NAGS, other subjects (persons) to whom action of requirements of the Law, the corruption or connected with corruption offense, other violation of the law which can be checked extends;

preliminary check - verification of the actual data stated in the message on corruption which is carried out according to the procedure and the terms determined by the Law;

representatives of division (authorized persons) - structural division (worker) concerning prevention and identification of corruption of the device NAGS, its territorial authority, the company, organization, the organization relating to the sphere of its management;

preliminary consideration - information analysis, containing in the message on corruption, on compliance to requirements of the Law.

Other terms are used in the values given in the Laws of Ukraine "About prevention of corruption", "About information", "About addresses of citizens", "About access to public information", "About personal data protection".

3. In the message NAGS specified in Item 1 of this Section can be received with use:

1) internal channels:

in writing through the staff of authorized divisions (authorized persons);

on the e-mail address anticor@nads.gov.ua, through the NAGS official website (with use of banner "Report about corruption");

2) regular channels:

funds of mail service for the address: Ulitsa Proreznaya 15, Kiev, 01601;

through the mailbox located in the hall of the office building of NAGS to the address: Ulitsa Proreznaya, 15, Kiev;

during personal reception of citizens by management and officials of NAGS (information on procedure for making an appointment and the schedule of personal acceptance is posted on the NAGS official website);

on the e-mail address anticor@nads.gov.ua, through the NAGS official website (with use of banner "Report about corruption"), other means of telecommunication communication (phone number on which the telephone "hot line" works and the schedule of its work are subject to publication on the NAGS official website).

4. In territorial authorities of NAGS, and also the companies, organizations and the organizations belonging to the sphere of its management (further - subordinated organizations), the messages specified in Item 1 of this Section can arrive the available means of communication taking into account possibility of use of the means of communication specified in Item 3 of this Section.

5. Information provided in the message on corruption shall concern the specific worker of NAGS, contain actual data about violation of the requirements, prohibitions and restrictions established by the Law which can be checked by it.

Authorized divisions (authorized persons) and employees of service of clerical work in case of registration of incoming documents and their preliminary consideration surely pay attention that information stated in the message on corruption shall contain the actual data confirming possible making by the specific worker of NAGS, other subject (person) to whom operation of the Law, the corruption or connected with corruption offense, other violation of the law which can be checked extends.
