Determine that realization of the powers provided by this resolution is performed by the Ministry of Internal Affairs of the Russian Federation, the Ministry of Defence of the Russian Federation and the Federal Service of troops of national guard of the Russian Federation within the established extreme number of workers of the corresponding federal executive bodies, and also budgetary appropriations provided by it in the federal budget on management and management in the sphere of the established functions.

3. Recognize invalid acts of the Government of the Russian Federation and separate provisions of acts of the Government of the Russian Federation according to the list according to appendix.

4. This resolution becomes effective from the date of its official publication.

Regulations on federal state control (supervision) in the field of traffic safety

I. General provisions

1. This Provision establishes procedure for the organization and implementation of federal state control (supervision) in the field of traffic safety (further - federal supervision).

2. Subject of federal supervision in the field of traffic safety are:

a) observance established by the legislation of the Russian Federation on traffic safety, the Agreement on the international road delivery of dangerous goods of September 30, 1957 (DOPOG), the acts constituting the right of the Eurasian Economic Union, mandatory requirements in the field of traffic safety (further - mandatory requirements):

to content of the roads, road constructions, railway crossings and lines of urban land electric transportation influencing traffic safety;

to carrying out construction works (except for requirements which observance is checked when implementing the state construction supervision), the repair and other work, to implementation of activities exerting impact on traffic safety;

to installation and operation of technical means of the organization of traffic and other elements of arrangement of highways;

to design and technical condition of the vehicles which are in operation, trail cars to them and pieces of their additional equipment, and also to change of design of the automotor-vehicles and trail cars registered in accordance with the established procedure to them;

to transportations of passengers and freights, operation of vehicles (except for mandatory requirements which observance is referred to subject of federal state control (supervision) on road transport urban land electric transportation and in road economy, regional state control (supervision) on road transport, urban land electric transportation and in road economy, municipal control on road transport, urban land electric transportation and in road economy and it is not connected with making of the road accident which entailed damnification of life and (or) to health of the person);

b) observance of technical inspection of mandatory requirements by operators to carrying out technical inspection of the vehicles established by rules of carrying out technical inspection of vehicles;

c) observance by the specialized organizations participating in state registration of the vehicles, mandatory requirements to such organizations established by the Federal Law "About State Registration of Vehicles in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation" and procedure for state registration of vehicles;

d) observance of the state registration signs of vehicles of mandatory requirements by manufacturers to production of the state registration signs of the vehicles established by the Federal Law "About State Registration of Vehicles in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation", procedure for production of the state registration signs of vehicles and rules of accounting, storage and issue of the state registration signs of vehicles;

e) observance by the manufacturer, contractor (person performing functions of the foreign manufacturer), the seller of the requirements established by technical regulations or the mandatory requirements which are subject to application about day of entry into force of technical regulations according to the Federal Law "About Technical Regulation" which name and structural elements are specified in appendix No. 1.

3. The authorized bodies exercising federal supervision are:

Ministry of Internal Affairs of the Russian Federation and its territorial authorities;

The Ministry of Defence of the Russian Federation - regarding separate functions on federal supervision in the Armed Forces of the Russian Federation assigned according to the Presidential decree of the Russian Federation of March 25, 2015 No. 161 "About approval of the Charter of military police of the Armed Forces of the Russian Federation and introduction of amendments to some acts of the President of the Russian Federation" to Military automobile inspection of the Armed Forces of the Russian Federation;

The Federal Service of troops of national guard of the Russian Federation - regarding separate functions on federal supervision in the troops of national guard of the Russian Federation assigned according to the Presidential decree of the Russian Federation of September 30, 2016 No. 510 "About the Federal Service of troops of national guard of the Russian Federation" to the Federal Service of troops of national guard of the Russian Federation.
