b) since January 1, 2023 financing of works on capital and running repair of apartment houses according to appendix No. 2 to this resolution is performed within the total estimated cost of works on repair of the specified houses, at the same time:

The Ministry of Finance from the republican budget allocates 156,4 of one billion sum for 2023;

since January 1, 2024:

30 percent of means become covered at the expense of owners;

35 percent of means become covered at the expense of additional sources of the republican budget;

35 percent of means become covered at the expense of additional sources of local budgets.

5. To the ministry of housing-and-municipal servicing together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to organize accumulating of 30 percent of total estimated cost of works on repair of the houses specified in the list created according to appendix No. 2 to this resolution at the expense of homeowners.

6. Allocate to the Ministry of Finance in the current year 100 billion sum for the direction for the Special account of the Ministry of housing-and-municipal servicing for the purpose of implementation of measures for capital and running repair of apartment houses.

Determine that on the minister of housing-and-municipal servicing Sh. S. Hidoyatov, the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent the personal responsibility for effective and address expenditure of the funds allocated for works on repair of apartment houses is conferred.

7. Establish procedure according to which:

a) ceased to be valid according to the Resolution of the President of the Republic of Uzbekistan of 04.08.2022 No. PP-346

b) managing directors carry out inventory count of integrity of the bearing and protecting structures (common property) of apartment houses once a year and represent the relevant data to Zhilfondinspektion;

c) managing each half a year report to owners on receipt of compulsory contributions and management expenses by apartment houses;

d) management of the apartment house built and accepted in operation in the first two years is assigned to his builder, the warranty period for operation of the apartment house is entered into this period. At the same time:

the builder the method of management is chosen or for accomplishment of the specified task the management company on contractual basis can be attracted;

the builder shall acquaint persons wishing to acquire rooms in the apartment house with method of management and to organize the conclusion of the contract with management company along with the purchase and sale agreement;

as a result of change of owners of rooms in apartment houses of the obligation, connected with participation in total expenses on content, to operation and repair of common property pass to the new owner;

if within the first two years the number of owners of the apartment house, except the builder, exceeds fifty percent, owners the method of management of the apartment house according to the decision of general meeting in accordance with the established procedure is chosen;

e) ceased to be valid according to the Resolution of the President of the Republic of Uzbekistan of 04.08.2022 No. PP-346

e) ceased to be valid according to the Resolution of the President of the Republic of Uzbekistan of 15.08.2023 No. PP-278

g) ceased to be valid according to the Resolution of the President of the Republic of Uzbekistan of 15.08.2023 No. PP-278

h) subsidies for payment of compulsory contribution at the expense of sources of financing of measures for support of the families included in "Temir daftar" and also Yoshlar of Daftara and Ayollar of Daftara funds are allocated to the families needing social protection, living in apartment houses, registered in the information system "Unified Register of Social Protection" which is conducted the Ministry of Finance;

i) the decision on alienation of separate parts of common property in the apartment house to other person made unanimously by all participants of common ownership is considered the document confirming origin and transfer of property to other person and also is the basis for state registration after his notarial assurance in accordance with the established procedure;

j) on the following questions of the decision of general meeting for which more than 80 percent of homeowners or their representatives voted are considered as accepted:

construction of new objects in the territory adjacent to the apartment house;

approval of requirements and rules for management of common property in the apartment house which shall be observed by all owners without fail.

8. To the ministry of housing-and-municipal servicing together with the Ministry of development of information technologies and communications, and also other interested ministries and departments:

implement billing system in process of servicing of apartment houses with use of personal identification number of physical person of homeowners, and also the corresponding cadastral number of their property in the territories fixed within the project - till August 1, 2021, in other territory of the republic - till January 1, 2022;

till October 1, 2021 to create and enact the electronic register of managing apartment houses.

9. Agree with the offer of the Ministry of housing-and-municipal servicing and the Ministry of construction on Zhilfondinspektion's investment with the following powers:

occurrence together with managing directors into residential or non-residential premises for the purpose of control of progress in reconstruction and re-planning in apartment houses based on the addresses which arrived from owners and (or) managing apartment houses with the prior notice of it of the owner who is carrying out the specified works;

studying of the actual holding general meeting and representation of the corresponding reports to owners at the scheduled time based on addresses of owners.

Zhilfondinspektion on permanent basis to bring in law enforcement agencies the corresponding materials for removal of legal treatment to actions (failure to act) of persons, guilty persons for availability of shortcomings on the variation facts from the construction projects (reconstruction) revealed when studying of the systems of the engineering equipment which underwent reconstruction of the apartment residential objects constructed and put in operation (except for individual apartment houses) and the territory adjoining to them and apartment houses or in the offenses allowed in the course of acceptance in operation of the specified objects.

10. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent together with the relevant commercial banks since July 1, 2021 to take measures for prolongation up to three years of loan term attracted to apartment houses, the method of management of which passed from partnerships to management companies, based on the guarantee of local khokimiyats.

11. Approve the Program of measures for enhancement of management system by apartment houses according to appendix No. 5.
