About establishment of standard rates on radioactive waste
According to Item 2 of article 372 of the Ecological Code of the Republic of Kazakhstan PRIKAZYVAYU:
1. Establish the enclosed Standard rates on radioactive waste.
2. To provide to department of nuclear power and industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan;
3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan provision in Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.
3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.
4. This order becomes effective since July 1, 2021 and is subject to official publication.

1. These Standard rates on radioactive waste (further - Standard rates) are developed according to Item 2 of article 372 of the Ecological Code of the Republic of Kazakhstan and establish standard rates on storage and burial of radioactive waste (further - Russian joint stock company).
2. Storage and burial of Russian joint stock company are performed taking into account the Health regulations "Sanitary and epidemiologic requirements to ensuring radiation safety" approved by the order of the Minister of Health of the Republic of Kazakhstan of December 15, 2020 No. KR DSM-275/2020 (it is registered in the Register of state registration No. regulatory legal acts 21822) and Chapter 2 of Rules of the organization of collection, storage and burial of the radioactive waste and spent nuclear fuel approved by the order of the Minister of Energy of the Republic of Kazakhstan of February 8, 2016 No. 39 (it is registered in the Register of state registration No. regulatory legal acts 13537).
3. Ensuring long-term safety in case of burial of Russian joint stock company is performed according to the Health regulations "Sanitary and epidemiologic requirements to radiation-hazardous objects" approved by the order of the acting minister of national economy of the Republic of Kazakhstan of March 27, 2015 No. 260 (it is registered in the Register of state registration No. regulatory legal acts 11204).
At the same time burial of Russian joint stock company is performed taking into account:
the normalized indicators of Russian joint stock company;
the main indicators of quality of matrix materials with included in them in Russian joint stock company.
4. The normalized indicators of Russian joint stock company specified in appendix 1 to these Standard rates are established for the purpose of safe handling of Russian joint stock company by their transfer for burial.
5. Burial of liquid radioactive waste (further - ZhRO) is not allowed. ZhRO are dehydrated to humidity of friable rocks in the environment or cured.
6. Hardening of ZhRO is made by method of cementation, bituminization and vitrification. In case of the choice of method of hardening of ZhRO physical and chemical characteristics of ZhRO, property of matrix material, expected method of storage and (or) burial of the conditioned waste are considered. Engineering procedures of hardening of ZhRO by methods of cementation, bituminization and vitrification are provided with receipt of the main indicators of quality of matrix materials with included in them in Russian joint stock company specified in appendix 2 to these Standard rates.
