This Federal Law establishes legal and organizational basis of activities in the field of technical condition and operation of self-propelled machines and other types of the equipment, including the activities connected with the admission to operation of self-propelled machines and other types of the equipment, prohibition of operation of such equipment, state registration and the state accounting of self-propelled machines and other types of the equipment, technical inspection of such equipment and regional state control (supervision) in the field of technical condition and operation of self-propelled machines and other types of the equipment.

Provisions of this Federal Law do not extend to land self-propelled devices of categories "L", "M", "N" on wheel to the course with engine power of (engines) more than 4 kilowatts or with the maximum constructive speed more than 50 kilometers per hour, intended for transportation of people, loads or the equipment installed on them on trail cars (semitrailer trucks) to them and vehicles, self-propelled machines, military, special and other types of the equipment of the Armed Forces of the Russian Federation, other troops, military forming and bodies, the pilot (test) samples of arms, the military and special equipment including relating in accordance with the legislation of the Russian Federation about military and technical cooperation with foreign states to military products and on the special airport equipment intended for servicing of air vehicles and operational content of airfields.

Chapter 1. General provisions

Article 1. Basic concepts

For the purposes of this Federal Law the following concepts are used:

1) self-propelled machines - the tractors, self-propelled roadway construction equipments, utility, farm vehicles, off-road automotor-vehicles and other land trackless motorized vehicles having the internal combustion engine in amount over 50 cubic centimeters or the electric motor with a maximum power more than 4 kilowatts on which passports of self-propelled machines and other types of the equipment (electronic passports of self-propelled machines and other types of the equipment) are drawn up;

2) other types of the equipment - trail cars (semitrailer trucks) to self-propelled machines on which passports of self-propelled machines and other types of the equipment (electronic passports of self-propelled machines and other types of the equipment), the aggregates, tools and the equipment necessary for accomplishment of the main and (or) additional functions of self-propelled machines, and also the engineering devices applied in case of production and conversion of agricultural products are drawn up (except for the engineering devices applied on hazardous production facilities);

3) trail car - the vehicle which is not equipped with the engine setting this vehicle in motion and intended for movement as a part of the self-propelled machine. The concept "trail car" includes the concepts "semitrailer truck" and "pole trailer";

4) technical condition - set of properties of the self-propelled machines and other types of the equipment which are meeting or not meeting the technical requirements determining operability, working capacity and safety of self-propelled machines and other types of the equipment;

5) operation of self-propelled machines and other types of the equipment - stage of lifecycle of self-propelled machines and other types of the equipment at which their proper use is performed from the moment of their state registration (if such registration is provided) before utilization;

6) safe operation of self-propelled machines and other types of the equipment - use of self-propelled machines and other types of the equipment which designs and technical condition in total provide inadmissibility or risk minimization of damnification of life or to health of citizens, property of physical persons or legal entities, the state-owned or municipal property, the environment;
