This Federal Law establishes the legal basis of activities of the foreign legal entities, the foreign organizations who are not legal entities, the foreign citizens, stateless persons performing activities on the Internet in the territory of the Russian Federation determines powers of public authorities of the Russian Federation, and also the right and obligation of the persons participating in the specified activities or using services (results) of such activities.
1. This Federal Law governs the relations connected with implementation of activities of the foreign legal entities, the foreign organizations who are not legal entities, foreign citizens, stateless persons (further - the foreign person) on the Internet (further - Internet network) in the territory of the Russian Federation.
2. The foreign persons performing activities in Internet network in the territory of the Russian Federation shall observe requirements, prohibitions and restrictions, stipulated by the legislation the Russian Federation.
The purpose of this Federal Law is establishment of equal conditions of activities in the territory of the Russian Federation of the Russian and foreign persons.
Legal regulation of activities of foreign persons in Internet network is in the territory of the Russian Federation performed by this Federal Law, other Federal Laws and other regulatory legal acts of the Russian Federation, and also international treaties of the Russian Federation.
