About approval of Rules about the minimum reserve requirements
For the purpose of enhancement of procedure for establishment of standard rates of the minimum reserve requirements and control of their accomplishment the Board of National Bank of the Republic of Kazakhstan DECIDES:
1. Approve the enclosed Rules about the minimum reserve requirements.
2. This resolution becomes effective after fourteen days from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan.
3. Determine that the first period of determination by banks of the minimum reserve requirements begins from first Tuesday of the week following week of enforcement of this resolution.
4. From the date of adoption of this resolution to recognize invalid the regulatory legal acts of the Republic of Kazakhstan specified in appendix to this resolution.
5. To department of researches and statistics (Akishev D. T.):
1) together with Legal department (Sharipov S. B.) to take measures to state registration of this resolution in the Ministry of Justice of the Republic of Kazakhstan;
2) in ten-day time from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan of this resolution to bring it to the attention of the interested divisions of central office, territorial branches of National Bank of the Republic of Kazakhstan, banks of the second level, Consolidation of legal entities "The association of financiers of Kazakhstan", Agencies of the Republic of Kazakhstan on regulation and supervision of the financial market and the financial organizations.
6. To impose control of execution of this resolution on the vice-chairman of National Bank of the Republic of Kazakhstan Aymanbetova G. Z.

Rules about the minimum reserve requirements (further - Rules) are developed according to the Law of the Republic of Kazakhstan of March 30, 1995 "About National Bank of the Republic of Kazakhstan".
1. The minimum reserve requirements are obligatory share from the amount of obligations of bank which the bank supports in the form of cash in the cash desk in national currency and money on correspondent accounts in National Bank in national currency (reserve assets), established according to the Republic of Kazakhstan approved by National Bank (further - National Bank) structure of obligations of banks assumed for calculation and also conditions of accomplishment of the minimum reserve requirements, procedure for their reservation and control of accomplishment of standard rates.
2. For determination of the minimum reserve requirements for each bank standard rates of the minimum reserve requirements are used.
3. Standard rates of the minimum reserve requirements is percentage share from the amount of obligations which list is established by these rules.
4. The structure of the obligations of bank (further - reserve obligations) accepted for calculation of the minimum reserve requirements is constituted by internal and external obligations of bank, with for up to 1 (one) (short-term) and more than 1 (one) years (long-term).
5. Internal short-term obligations of bank are the obligations of bank to residents reflected in balance sheet accounts which list is determined in appendix 1 to these rules.
5-1. Internal long-term obligations of bank are the obligations of bank to residents reflected in balance sheet accounts which list is determined in appendix 2 to these rules.
6. External short-term obligations of bank are the obligations of bank to nonresidents reflected in balance sheet accounts which list is determined in appendix 3 to these rules.
6-1. External long-term obligations of bank are the obligations of bank to nonresidents reflected in balance sheet accounts which list is determined in appendix 4 to these rules.
7. Standard rates of the minimum reserve requirements are installed by the resolution of Board of National Bank separately on internal short-term obligations, on internal long-term obligations, on external short-term obligations, on external long-term obligations.
8. The minimum reserve requirements for certain date are calculated bank as the amount of reserve requirements:
1) on internal short-term obligations which are calculated by multiplication of value of the standard rate of reserve requirements for internal short-term obligations by the size of internal short-term obligations of bank by certain date;
2) on internal long-term obligations which are calculated by multiplication of value of the standard rate of reserve requirements for internal long-term obligations by the size of internal long-term obligations of bank by certain date;
3) on external short-term obligations which are calculated by multiplication of value of the standard rate of reserve requirements for external short-term obligations by the size of external short-term obligations of bank by certain date;
4) on external long-term obligations which are calculated by multiplication of value of the standard rate of reserve requirements for external long-term obligations by the size of external long-term obligations of bank by certain date.
9. When calculating the bank of reserve obligations considers the amount of obligations on principal debt, remuneration and overdue debt according to them.
10. For calculation of standard rates of the minimum reserve requirements the bank represents to National Bank on the electronic medium of the data, according to the resolution of Board of National Bank of the Republic of Kazakhstan of December 27, 2010 No. 105 "About approval of the Instruction for representation of the second level by banks, Development Bank of Kazakhstan joint-stock company and the mortgage organizations in National Bank of the Republic of Kazakhstan of data for forming of the overview of the financial sector" (registered in the Register of state registration of regulatory legal acts at No. 6772) (further - Data).
11. Data are represented:
1) the bank having no more than ten branches, daily (further - daily data) - no later than two working days following behind reporting day (except for the first reporting days of month which are represented along with the monthly report); monthly (further - monthly data) - no later than three working days following behind the last day of month under report;
