About measures for further enhancement of system of public administration in spheres of tourism, sport and cultural heritage

In recent years in the republic the package of measures, the spheres of tourism and sport aimed at the further development, broad involvement of the population to physical culture and sport, improvement of infrastructure, preserving cultural heritage and creating favorable conditions for travel of tourists by ensuring interrelation of the territories with high tourist potential step by step is implemented.

Along with it, despite the created opportunities, activities for development of spheres of tourism, sport and cultural heritage are not organized up to standard, there are questions which did not find the solution in digitalization and public-private partnership, including increase in role of private sector in this directions.

For the purpose of implementation of modern controling mechanisms in spheres of tourism, sport and cultural heritage, and also the accelerated development of infrastructure in this directions, effective operation of objects and creation of necessary conditions for the population on the basis of the best foreign practices:

1. Form:

The ministry of tourism and sport of the Republic of Karakalpakstan, and also head departments of areas and the city of Tashkent, departments of areas (cities) of the Ministry of tourism and sport of areas and the city of Tashkent based on the relevant territorial subdivisions of the Ministry of physical culture and sport and the State committee on tourism development;

3. Determine the main objectives and activities of the Ministry of tourism and sport:

a) in the sphere of tourism:

effective management of tourist objects on the basis of public-private partnership and implementation to this sphere of modern information technologies;

forming and implementation of the complete concept of tourism development oriented to radical increase in tourist capacity of the country, and also implementation of single state policy in the sphere of tourism;

implementation of marketing researches on external and internal the markets of tourist services, realization of active promotional and informational policy in the sphere of tourism directed to broad promotion of historical and cultural heritage, preserving and development of tourist image of our country, promotion of national tourist products and brands for the international tourist markets;

coordination of development national and regional programs of complex development of internal, entrance and outbound tourism, investment attraction, the credits and grants of the international financial institutions and other organizations on development of the tourist infrastructure conforming to international standards;

diversification of types of tourism, first of all realization of package of measures for development of pilgrim, ecological, ethnographic, business, sports, gastronomic, medical, educational and scientific tourism, and also their infrastructures;

licensing and certification of services in the sphere of tourism, implementation of inspection check-up behind compliance of tourist services to the established requirements and standards;

development of the quality standards and safety of rendering the tourist services aimed at safety and health protection of tourists under the organization of tourist services;

development of the competition in the market of tourist services, comprehensive assistance to increase in entrepreneurial activity and active implementation of the advanced information and communication technologies in the sphere of tourism;

the organization of work on planning and designing, and also creating favorable conditions for attracting investors to regions with high tourist potential for the purpose of rational placement of tourist objects;

expansion of international cooperation in the sphere of tourist activities with the authoritative international, national and foreign organizations performing activities in the sphere of tourism, implementation in activities and practice of tourism of the international and interstate standards and regulations;

the organization of preparation, retraining and advanced training of personnel in the sphere of tourism at the high level, rendering assistance to development of industry tourist science;

b) in the sphere of physical culture and sport:

effective management of sporting venues on the basis of public-private partnership and implementation to this sphere of modern information technologies;

realization of the single state policy directed to familiarizing of general population with sports activities and maintaining healthy lifestyle, education of physically healthy younger generation, development of the sports industry and infrastructure, ensuring worthy representation of the country in the field of elite sport on the international sports scene;

coordination of activities of sports, sports societies and clubs of the ministries and departments, sports federations (associations), and also implementation of organizational and methodical management of activities of teachers of physical culture, instructors and coaches of the preschool educational organizations, organizations of general average, secondary vocational and professional education, and also the highest educational institutions of the republic;

the organization together with public authorities on places, self-government institutions of citizens, sports and sports societies, educational institutions and public organizations of large-scale work on promoting among the population, especially children and youth, classes in physical culture and sport, its broad attraction to mass sport;

every possible development of children's sport by broad involvement of children in regular trainings by sport, improvement of quality of children's sports education, further expansion of network of children's sporting venues in all regions, especially in the rural and remote districts;
