About approval of the State target social program "Youth of Ukraine" for 2021-2025 and introduction of amendments to some acts of the Cabinet of Ministers of Ukraine

Cabinet of Ministers of Ukraine decides:

1. Approve the State target social program "Youth of Ukraine" for 2021-2025 (further - the Program) which is attached.

2. Make changes which are applied to acts of the Cabinet of Ministers of Ukraine.

3. To the ministries, other executive bodies to represent annually till February 1 to the Ministry of youth and sport information on condition of accomplishment of the Program for its generalization and representation till March 1 to the Cabinet of Ministers of Ukraine and the Ministry of development of economy, trade and agricultural industry.

4. To the Ministry of Finance to provide in time of creation of the draft of the Government budget of Ukraine for the corresponding year of means for accomplishment of tasks and actions of the Program, proceeding from opportunities of the government budget.

Changes which are made to acts of the Cabinet of Ministers of Ukraine

1. In appendix to the resolution of the Cabinet of Ministers of Ukraine of June 29, 2011 No. 778 "Some questions of provision to youth and children's public organizations of the state support for accomplishment of nation-wide programs and actions concerning children, youth, women and family" (The Official Bulletin of Ukraine, 2011, No. 56, Art. 2241; 2016, No. 21, Art. 828):

Item 1 to state 1) in the following edition:

"1. The state social program "The National Plan of Action concerning Implementation of the Convention of the UN on the Child's Rights" for the period till 2021 approved by the resolution of the Cabinet of Ministers of Ukraine of May 30, 2018 No. 453" (The Official Bulletin of Ukraine, 2018, No. 48, the Art. 1673).";

2) in Item 2 of the word and figures "for 2016-2020, Ukraine approved by the resolution of the Cabinet of Ministers of February 18, 2016 No. 148" shall be replaced with words also in figures "for 2021-2025, Ukraine approved by the resolution of the Cabinet of Ministers of June 2, 2021 No. 579".

In the resolution of the Cabinet of Ministers of Ukraine of October 12, 2011 No. 1049 "About approval of the Procedure for carrying out tender by determination of programs (projects, actions) developed by institutes of civil society for which accomplishment (realization) the financial support" (The Official Bulletin of Ukraine, is provided 2011, to No. 79, by Art. 2917; 2013, No. 64, Art. 2323; 2016, No. 23, Art. 919; 2017, No. 26, Art. 738; 2018, No. 23, Art. 783, No. 31, Art. 1091, No. 46, Art. 1610; 2019, No. 26, Art. 918; 2021, No. 13, Art. 539):

1) in Item 2 of the resolution:

in paragraph four of the word and figures "in 2016" shall be replaced with words also in figures "in 2016, 2021 and 2022";

in paragraph five of the word and figures "in 2018 and 2019" shall be replaced with words also in figures "in 2018, 2019, 2021 and 2022";

In paragraph three of Item 1 of the Procedure approved by the specified resolution figures and the word "2017-2019" to replace 2) with figures and the words "2017-2019 and 2021".

4. The Section "Expected Results of Accomplishment of the Program, Determination of Its Efficiency" of the Concept of the State target social program "Youth of Ukraine" for 2021-2025 approved by the order of the Cabinet of Ministers of Ukraine of December 23, 2020 No. 1669, to state in the following edition:

"The expected results of accomplishment of the Program, determination of its efficiency

Accomplishment of the Program will provide:

growth of number of youth which participates in actions of informal education and realizes need of training during life;

increase in level of competences (knowledge, abilities, skills, relations and so forth), including financial and digital literacy, legal opportunity for active participation and integration into public life, more than 69 percent of youth;

increase in level of media literacy more than 47 percent of youth;

development of the new knowledge and skills, development which are available and receipt of new competences for the purpose of professional development and implementation of business activity of Ukraine more than 6 percent of youth;

reduction of share of youth which does not work does not study, does not acquire professional skills, in the total number of persons at the age of 15-34 years (percent);

growth of share of researchers aged up to 40 years in the total number of researchers;

growth of number of youth with the created responsible attitude to own health;

reduction of number of youth which has socially dangerous diseases, mental disturbances and various forms of dependence on psychoactive agents, drugs, psychotropic substances, alcohol and tobacco products;

growth of number of youth which has knowledge and skills of planning of family and reproductive health;

increase in level of knowledge of society of need of youth from among persons with disability and increase in extent of its integration;

increase in percent of youth with disability which participates in activities of institutes of civil society and the youth centers has experience of volunteer activities, uses forms of direct participation;

increase in level of kompetentnost during participation in the projects and actions directed to reintegration of youth from temporarily occupied territories in the Donetsk and Luhansk regions, the Autonomous Republic of Crimea and Sevastopol, over 123 thousand young people;

revenues to training courses in the institutions of higher education placed in the territories where public authorities perform the powers in full, 3,5 of one thousand youth from temporarily occupied territories in the Donetsk and Luhansk regions, the Autonomous Republic of Crimea and Sevastopol;
