About Administration of the President of the Kyrgyz Republic

For the purpose of increase in overall performance and enhancement of activities of Administration of the President and the Government of the Kyrgyz Republic, and also further regulation of its activities, being guided by Articles 70, 71 Constitutions of the Kyrgyz Republic, I decide:

1. Rename Administration of the President and the Governments of the Kyrgyz Republic into Administration of the President of the Kyrgyz Republic.

2. Consider Administration of the President of the Kyrgyz Republic by the legal successor of Administration of the President and Government of the Kyrgyz Republic.

3. Approve the enclosed Regulations on Administration of the President of the Kyrgyz Republic.

4. Establish:

- the extreme number of staff of Administration of the President of the Kyrgyz Republic in number of 266 units;

- the extreme number of staff of subordinated organizations of Administration of the President of the Kyrgyz Republic in number of 1555 units.

5. To the Cabinet of Ministers of the Kyrgyz Republic and Administration of the President of the Kyrgyz Republic:

- bring the decisions into accord with this Decree;

- take the organizational and other measures following from this Decree.

6. Recognize invalid:

- The presidential decree of the Kyrgyz Republic "About Administration of the President and the Governments of the Kyrgyz Republic" of May 13, 2011 No. 111;

- The presidential decree of the Kyrgyz Republic "About reorganization of Administration of the President of the Kyrgyz Republic" of February 15, 2012 No. 43;

- The presidential decree of the Kyrgyz Republic "About modification of some decisions of the President of the Kyrgyz Republic" of April 9, 2012 No. 81;

- The presidential decree of the Kyrgyz Republic "About modification and amendments in some decisions of the President of the Kyrgyz Republic" of June 25, 2012 No. 122;

- The presidential decree of the Kyrgyz Republic "About modification of the Presidential decree of the Kyrgyz Republic "About Administration of the President of the Kyrgyz Republic" of May 13, 2011" of November 8, 2012 No. 246;

- The presidential decree of the Kyrgyz Republic "About some questions of Administration of the President of the Kyrgyz Republic" of July 4, 2013 No. 157;

- The presidential decree of the Kyrgyz Republic "About modification of the Presidential decree of the Kyrgyz Republic "About Administration of the President and the Governments of the Kyrgyz Republic" of May 13, 2011" of April 26, 2017 No. 82;

- The presidential decree of the Kyrgyz Republic "About modification of the Presidential decree of the Kyrgyz Republic "About Administration of the President and the Governments of the Kyrgyz Republic" of May 13, 2011" of March 30, 2018 No. 64.

7. This Decree becomes effective from the date of official publication.

Regulations on Administration of the President of the Kyrgyz Republic

1. General provisions

1. The Administration of the President of the Kyrgyz Republic (further - Administration) is state body, directly subordinate and accountable to the President of the Kyrgyz Republic.

2. Administration within the competence is exercised in the procedure established by the legislation by ensuring activities:

- President of the Kyrgyz Republic;

- Chairman of the Cabinet of Ministers of the Kyrgyz Republic;

- Administration of the President of the Kyrgyz Republic;

- vice-chairmen of the Cabinet of Ministers of the Kyrgyz Republic.

3. Exercises administration the activities according to the Constitution and the laws of the Kyrgyz Republic, decrees and orders of the President of the Kyrgyz Republic, regulations of the Cabinet of Ministers of the Kyrgyz Republic, and also this Provision.

4. Administration is legal entity, has separate balance, accounts (including settlement) in banks and other financial institutions, the property assigned to it, seal and stamps with the name, with the image of the State Emblem of the Kyrgyz Republic, forms of the established sample.

5. The extreme number of staff of Administration is established by the President of the Kyrgyz Republic.

6. The structure and the staff list of Administration affirms managing affairs of the President of the Kyrgyz Republic (further - managing affairs) within the limiting Kyrgyz Republic of the number of staff established by the President.

7. Administration has the subordinated organizations in forms of business of the state company and organization (further - the subordinated organizations).

8. Exercises administration the activities in interaction with state bodies of the executive authority, other state bodies, local government bodies, public associations and other organizations.

2. Main objectives, functions and rights

9. The main objectives of Administration are:

1) financial, material, transport, social, sanatorium and medical support of activities of the President of the Kyrgyz Republic;

2) financial, material, transport, social and medical support of activities of the Chairman of the Cabinet of Ministers of the Kyrgyz Republic, vice-chairmen of the Cabinet of Ministers of the Kyrgyz Republic;

3) financial, material and transport service of activities of Administration of the President of the Kyrgyz Republic (further - Presidential Administration);

4) financial, material and other provision of the events held with participation of the President of the Kyrgyz Republic, the Chairman of the Cabinet of Ministers of the Kyrgyz Republic, and also meetings, conferences and other events held by Presidential Administration;

5) ensuring operational maintenance of the state office buildings, objects, rooms and the equipment used by state bodies which ensuring activities is assigned to Administration, and also content of the specified buildings, objects and rooms, the equipment in proper condition;

6) ensuring accounting and operational maintenance of the state office buildings, objects and rooms transferred to operational management to Administration, and also control of rational use of the specified buildings, objects and rooms;
