About measures for widespread introduction of digital economy and the electronic government

According to the tasks determined in the State program by strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 in "Year of development of science, education and digital economy" and also for the purpose of further increase in competitiveness of economy of the republic by widespread introduction of modern information technologies in industries of economy and system of public administration and expansion of networks of telecommunications:

1. Determine additional tasks of further development of digital economy and the electronic government:

the accelerated forming of digital economy, having provided increase in its share in country gross domestic product by 2023 twice, including by implementation of complex of information systems in production management, wide use of software products when accounting in financial and economic activities, and also automation of engineering procedures;

ensuring the most complete upgrade of digital infrastructure of the country and availability of modern telecommunication services in regions, having provided connection in 2020-2021 of all healthcare institutions, schools, the organizations of preschool education, villages and makhally to the high-speed Internet and improvement of quality of communication services;

development of system of the electronic government, having provided finishing share of electronic state services by 2022 to 60 percent by creation and integration of the state information systems and resources, standardization of data in the state databases, optimizations and streamlinings of procedures of rendering the state services;

development of "digital entrepreneurship" by production of software products and creation of technological platforms, increase in amount of services in this sphere by 2023 by 3 times with bringing their export to 100 million dollars;

widespread introduction of digital technologies at all stages of education system, increase in level of the digital knowledge necessary for modern economy, enhancement of infrastructure of education, and also opening till 2022 in all regions of the republic of the centers of training in digital knowledge within project implementation "Five initiatives".

2. Determine that the Ministry of development of information technologies and communications of the Republic of Uzbekistan (further - the Ministry):

is authorized body in the sphere of development of digital economy and the electronic government;

within development of digital economy and the electronic government carries out obligatory expertize of projects and technical documentation of state bodies and organizations for creation and implementation of information systems, resources and other software products, and also drafts of regulatory legal acts.

3. Form under the Ministry:

a) Public institution "Project management center of the electronic government", having determined it the main objectives:

ensuring single technological approach to development of the electronic government;

development of the priority directions of digital development in state bodies and the organizations;

implementation in state bodies and the organizations of single interdepartmental electronic system of performing discipline;

coordination of stages of projects implementation and programs in the sphere of the electronic government;

b) Public institution "Center of researches of digital economy", having determined it the main objectives:

assessment of impact of processes of digitalization on production and industries of economy;

development together with expert community of offers on widespread introduction in activities of state bodies and organizations of the new directions and modern technologies in the field of digital economy and the electronic government by means of their deep studying;

forming of conceptual and methodical basis for implementation of "smart" and other perspective technologies, and also technologies for processing of large volume of data to various sectors of economy.

4. In structure of central office of the Ministry:

enter position of the deputy minister responsible for questions of the accelerated digitalization of the agrarian sphere, implementation of modern information systems and software products into industries of agricultural industry and food security;

create Management of development of digital technologies in the agrarian sphere and Management of development of geoinformation technologies.

Determine that introduction of position of the deputy minister and creation of the managements provided in this Item are performed within the total extreme number of central office and territorial administrations of the Ministry.

6. Approve:

organizational structure of the Ministry of development of information technologies and communications of the Republic of Uzbekistan according to appendix No. 1;

structure of central office of the Ministry of development of information technologies and communications of the Republic of Uzbekistan according to appendix No. 2;

standard structure of territorial administrations of the Ministry of development of information technologies and communications of the Republic of Uzbekistan according to appendix No. 3.

7. Approve offers of the Ministry, Agency on management of the state assets of the Republic of Uzbekistan and the Agency about:

to voluntary conveyance to the Ministry of the state share in the authorized capital of Ediny integrator po sozdaniyu i podderzhke gosudarstvennykh informatsionnykh sistem UZINFOCOM LLC (further - the Single integrator);

to transfer to the Ministry of the state blocks of shares (shares) in the authorized capital of the economic societies entering organizational structure of the Ministry;

to voluntary conveyance in the week time of information systems and other hardware and software of the State unitary enterprise "Project Management Center of the Electronic Government and Digital Economy" under the Agency to the State company "Project Management Center of the Electronic Government" under the Ministry.

8. Approve:

architecture of the Electronic Government system according to appendix No. 4;

The list of priority projects on further development of the electronic government in 2020 - 2022 according to appendix No. 5 *;

The list of priority projects on widespread introduction of modern information and communication technologies in industry of real production sector in 2020 - 2022 according to appendix No. 6 *;

"Road map" on further development of activities of the Technological park of software products and information technologies according to appendix No. 7 *;

The list of priority projects on development of information technologies and telecommunications in 2020 - 2022 according to appendix No. 8 *;

"Road map" on implementation of digital technologies in agricultural and water economy in 2020-2021 according to appendix No. 9*.
