Some questions of purpose of housing subsidies

Cabinet of Ministers of Ukraine decides:

1. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

2. Determine that:

1) consideration of questions of purpose of housing subsidy for the next period to households which received subsidy in heating season of 2020-2021 is carried out without addresses of citizens, except households to which housing subsidy:

it was provided in cash non-cash form;

it was appointed at the actual place of residence of persons (lessees of premises (houses); individual builders whose houses are not accepted in operation; internally displaced persons);

it was appointed without individuals from among registered in premises (house) which do not live in place of registration.

The decision on purpose of housing subsidies to households without addresses of citizens is made based on information of the Ministry of Finance by results of the carried-out verification of these receivers of housing subsidies in April, 2021 for compliance to requirements of subitems 1, of 2, of 4, 8 - 10 Items 14 of the Regulations on procedure for the purpose of housing subsidies approved by the resolution of the Cabinet of Ministers of Ukraine of October 21, 1995 No. 848 "About simplification of procedure for provision to the population of subsidies for expense recovery for payment of housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel" (ZP of Ukraine, 1996, No. 2, Art. 76; Official Bulletin of Ukraine, 2019 No. 69, Art. 2390);

2) statements for appointment and provision of housing subsidy and the declaration on the income and expenses of persons who addressed for purpose of housing subsidy provided in the forms approved by the order of the Ministry of social policy of May 2, 2018 No. 604 - in edition of the order of the Ministry of social policy of May 17, 2021 No. 242, remain valid.

3. National social customer service, regional, Kiev city to provide to public administrations with the assistance of local government bodies updating till September 1, 2021 in the Unified state register of receivers of housing subsidies of information on the list of persons registered in premises (house) for purpose of housing subsidy for the next period, and also carrying out information and explanatory work among the population concerning change of procedure for purpose of housing subsidies.

4. Regional, Kiev city to provide to public administrations with the assistance of local government bodies informing citizens who received subsidy in heating season of 2020-2021 and by which its appointment to the next period is made without address, about need of the message till September 1, 2021 to social security authorities of the population about availability of conditions under which the housing subsidy is not appointed which are determined in Item 14 of the Regulations on procedure for the purpose of housing subsidies approved by the resolution of the Cabinet of Ministers of Ukraine of October 21, 1995 No. 848.

5. This resolution becomes effective from the date of its publication and is applied since May 1, 2021.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine

1. In Regulations on the procedure for purpose of housing subsidies approved by the resolution of the Cabinet of Ministers of Ukraine of October 21, 1995 No. 848 "About simplification of procedure for provision to the population of subsidies for expense recovery for payment of housing and communal services, acquisition of the liquefied gas, solid and liquid oven household fuel" (ZP of Ukraine, 1996, No. 2, Art. 76; Official Bulletin of Ukraine, 2019, No. 69, Art. 2390, No. 86, Art. 2897; 2020, No. 3, Art. 161, No. 37, Art. 1208, No. 89, Art. 2888; 2021, No. 1, the Art. 45, No. 4, the Art. 212), - with the changes made by the resolution of the Cabinet of Ministers of Ukraine of April 14, 2021 No. 420):

1) Item 3 in paragraph one:

in the first offer of the word "and utilities expenses" shall be replaced with words ", utilities expenses, purchase costs of the liquefied gas, solid and liquid oven household fuel";

in the second offer of the word "before the end of the period to which the subsidy is appointed" shall be replaced with words "within three months after the death of the receiver";

2) in the first offer of paragraph two of Item 9 of the word "in the form established by Minsotspolitiki (further-the statement)" shall be replaced with words also in figure "in form according to appendix 1 (further - the statement)";

In paragraph seven of Item 11 of the word "in the form established by Minsotspolitiki" shall be replaced with words 3) also in figure "in form according to appendix 2";

4) in Item 14:

in subitem 3:
