1. Approve the Instruction about procedure for forming of the list of the main medicines it (is applied).

2. This resolution becomes effective since July 23, 2021.

The instruction about procedure for forming of the List of the main medicines

Chapter 1. General provisions

1. This Instruction determines procedure for forming of the list of the main medicines (further if other is not established, - the List).

2. In this Instruction terms and their determinations in the values established by the Law of the Republic of Belarus "About health care", the Law of the Republic of Belarus of July 20, 2006 No. 161-Z "About drug circulation are used".

3. The list is created of the medicines included in the Republican form of medicines (further - the Form).

4. Forming of the List and its updating are performed by the commission created according to item 4 of the Instruction about procedure for forming of the Republican form of medicines approved by the resolution of the Ministry of Health of the Republic of Belarus of April 17, 2019 No. 34 (further - the Commission).

5. New edition of the List is created by the Ministry of Health at least once a year, as a rule, no later than January 31 of the current year after its approval by the Commission.

Chapter 2. Structure of the List

6. The structure of the List is based on acting anatomo - the therapeutic and chemical classification system of medicines recommended by the World Health Organization.

7. The list is constituted according to international non-proprietary names of medicines, and in case of their absence - according to chemical names according to the systematic or replaceable nomenclature with indication of dosage form and dosage.

8. The list consists of groups of the main medicines:

applied to delivery of health care all categories of patients having the right on preferential, including free, providing with medicines;

the doctors issued according to recipes and the diseases applied to delivery of health care to children under three years, except for included in the list of the diseases granting the right to citizens on free providing with the medicines issued according to recipes of doctors within the List in case of out-patient treatment and also clinical nutrition;

appointed in case of the diseases included in the list of the diseases granting the right to citizens on free providing with the medicines issued according to recipes of doctors within the List in case of out-patient treatment and also clinical nutrition;

obligatory for availability in drugstores of the first and second categories, and also in the drugstores of the fourth category located in the organizations of health care (except for the drugstores of the fourth category located in the organizations of health care providing specialized medical care);

obligatory for availability in drugstores of the third and fifth categories, and also in the drugstores of the fourth category located in the organizations of health care providing specialized medical care.

10. Offers on possibility of inclusion (exception) of medicine (medicines) in the List are deposited:

chief regular and non-staff specialists of the Ministry of Health;

the chief regular and non-staff specialists of head departments on health care of regional executive committees and Healthcare Committee of the Minsk city executive committee;
