About measures for project implementation "Acceptance of urgent measures for counteraction of koronavirusny infection of COVID-19 in the Republic of Uzbekistan" with participation of Asian Development Bank and Asian Infrastructure Investment Bank

For the purpose of increase in resistance of health care system to emergency situations, in particular accelerations of counteraction of koronavirusny pandemic, upgrade of activities of service of sanitary and epidemiologic wellbeing and public health, and also further increase in capacity of healthcare institutions for rendering qualified medical care by the patient with koronavirusny infection:

1. Take into consideration signing:

between Asian Development Bank (further - ABR) and the Republic of Uzbekistan of the loan agreement on allocation of loan in the amount of 100 million US dollars with 10-year grace period and condition of return for a period of 40 years - for project implementation "Acceptance of urgent measures for counteraction of koronavirusny infection of COVID-19 in the Republic of Uzbekistan";

between the Asian Infrastructure Investment Bank (further - ABII) and the Republic of Uzbekistan of the loan agreement on allocation of loan in the amount of 100 million US dollars with 10-year grace period and condition of return for a period of 30 years - for project implementation "Acceptance of urgent measures for counteraction of koronavirusny infection of COVID-19 in the Republic of Uzbekistan" (further - the Project).

2. Determine that within the Project:

The Cabinet of Ministers in case of approval of the Ministry of Finance, the Ministry of investments and foreign trade the list of the purchased the machinery and equipment, special vehicles of emergency medical service, and also construction and repair objects affirms;

SUE Center of Complex Examination of Projects and Import Contracts under the Ministry of Economic Development and reducings poverty expertize of the developed procurement documentation is carried out;

the expenses connected with debt repayment on the credits of ABR and ABII and also payments on commission and other expenses, become covered from the republican budget of the Republic of Uzbekistan.

3. To the Ministry of Health (A. M. Hadzhibayev), to the Ministry of development of information technologies and communications (Sh. M. Sadikov), to the Ministry of investments and foreign trade (Sh. A. Vafayev) to take measures for purchase till October 1, 2021 1 000 units of special vehicles of emergency medical service for further strengthening of material and technical resources of service of emergency medical service in the republic.

Determine that:

from the loans allocated to ABR and ABII, 35 million US dollars go for purchase of special vehicles of emergency medical service;

the funds allocated for purchase of 1 000 units of special vehicles of emergency medical service will be returned in the republican budget of the Republic of Uzbekistan by fund of development of information and communication technologies.

Authorize the Minister of Economy and Finance to sign on behalf of the Republic of Uzbekistan the Agreement on loaning up of loans in the amount of 35 million US dollars allocated to ABR and ABII for purchase of special vehicles of emergency medical service with Fund of development of digital technologies, if necessary - to make changes and additions to this Agreement.

4. Approve:

Target indicators of the "Acceptance of Urgent Measures for Counteraction of Koronavirusny Infection of COVID-19 in the Republic of Uzbekistan" project according to appendix No. 1;

The forecast repayment schedule, and also interest payment and the commissions on the loan allocated by Asian Development Bank according to appendix No. 2;

The forecast repayment schedule, and also interest payment and the commissions on the loan allocated by the Asian Infrastructure Investment Bank according to appendix No. 3;

The forecast schedule of covering of part of the borrowed funds allocated by Asian Development Bank and the Asian Infrastructure Investment Bank, the emergency medical service directed to purchase of special vehicles and percent on them according to appendix No. 4;

Technical and economic summary parameters of the "Acceptance of Urgent Measures for Counteraction of Koronavirusny Infection of COVID-19 in the Republic of Uzbekistan" project according to appendix No. 5;

Distribution of the directions of expenditure of the borrowed funds raised within the "Acceptance of Urgent Measures for Counteraction of Koronavirusny Infection of COVID-19 in the Republic of Uzbekistan" project according to appendices No. No. 6, 6a - 6 N.

Provide to the deputy prime minister B. A. Musayev the introduction right, if necessary, of changes and amendments in target indicators, technical and economic summary parameters of the project and distribution of the directions of expenditure of means in coordination with ABR and ABII.

5. Resolve the Ministry of Health implementation of the expenses connected with delivery of the goods imported within the credits of ABR and ABII within the funds allocated from the Government budget for the Ministry of Health.

Allocate to project implementation team "Enhancement of activities of primary health care" (further - project implementation team) in addition 6 established posts.

To the Ministry of Health (B. K. Yusupaliyev, A. A. Azizov):

in a month to approve the annual staff list and expense budget of project implementation team in coordination with the Ministry of Finance;

till February 1, 2022 to develop and introduce in the Cabinet of Ministers for approval the feasibility statement on the Project with receipt of the positive conclusions of bodies of examination;

cover the expenses connected with development and examination of the feasibility statement on the Project at the expense of borrowing facilities of ABR and ABII, and also extrabudgetary funds of Service of sanitary and epidemiologic wellbeing and public health.

Determine the Ministry of Health responsible for preparation of the design estimates for construction repair work on subjects of the Project, and also for installation which is purchased within the Project of the equipment.

6. To the deputy prime minister B. A. Musayev and the chief of Service of sanitary and epidemiologic wellbeing and public health B. K. Yusupaliyev in two weeks to approve the schedule on complete and timely implementation of measures, determined in target indicators and summary parameters of the Project. At the same time to provide:

increase in responsibility and coordination of activities of heads of local authorities (khokimiyats, territorial administrations of sanitary and epidemiologic service, regional bodies of health care), and also quarterly hearing of their reports on the carried-out work, assessment of their activities;

stimulation of the heads showing good results, who are completely carrying out the assigned tasks, improving quality rendered services, and also taking measures concerning the responsible persons who poorly organized work, if necessary, entering of relevant proposals into Administration of the President of the Republic of Uzbekistan;

establishment of strict control of effective and address expenditure of the allocated funds.

7. (R. K. Davletov) to provide to the Ministry of Justice the legal conclusion under the loan agreements signed between the Republic of Uzbekistan and ABR and ABII in a month.

8. Assign to the Minister of Health A. M. Hadzhibayev, the Deputy Minister of Finance O. R. Isakov, and also the chief of Service of sanitary and epidemiologic wellbeing and public health B. K. Yusupaliyev the personal responsibility for the cost, quality and justification purchased within the Project of the equipment, stock, vehicles, laboratory complexes, diagnostikum, consumable materials, products and other means.
