About increase in efficiency of foreign economic activity

For the purpose of creating favorable conditions for foreign economic activity, further creation of digital economy in the Republic of Belarus and based on the Law of the Republic of Belarus of November 25, 2004 "About state regulation of foreign trade activity" the Council of Ministers of the Republic of Belarus DECIDES: No. 347-Z

1. Create the complex system of support of export and import representing organized set of the information resources and technologies providing:

collection, processing, storage, systematization, updating and distribution of the foreign trade information;

interaction of the subjects of managing of the Republic of Belarus performing foreign economic activity (further, unless otherwise specified, - participants of foreign trade activities), and national institutes of support of export;

increase in efficiency of use of financial and non-financial instruments of support of participants of foreign trade activities, expansion of access to mechanisms of such support.

2. Determine that:

2.1. the complex system of support of export and import is implemented via the single channel of exchange of the foreign trade and other information on the "One Foreign Trade Activities Window of the Republic of Belarus" electronic platform aggregating the demand and supply on financial, including insurance, leasing, and also consulting services in the field of support of participants of foreign trade activities by means of other information technologies providing effective exchange of information and its protection;

2.2. creation and functioning of complex system of support of export and import are provided with the Agency of Foreign Economic Activity specialized agency (further, if is not established other, - specialized agency) created by "Development Bank of the Republic of Belarus" open joint stock company (further - Development bank).

The specialized agency is one of national institutes of support of export realizing the tasks assigned to it by interaction with other national institutes of support of export, state bodies and other organizations.

The legal status of specialized agency is regulated by the legislation on economic societies, the Regulations on activities of Agency of Foreign Economic Activity specialized agency approved by this resolution, and other acts of the legislation;

2.3. participants of foreign trade activities with participation of state-owned property taking into account requirements of the legislation on information, informatization and information security provide to specialized agency information for creation and maintaining the following registers by it:

register of import;

register of export;

register of end users of the Belarusian goods;

other registers (according to personal errands of Council of Ministers of the Republic of Belarus).

The procedure for maintaining the specified registers, information access from registers is determined by Regulations on the registers containing the foreign trade information, the approved this resolution.

3. Approve:

The regulations on activities of Agency of Foreign Economic Activity specialized agency (are applied);

The regulations on the registers containing the foreign trade information (are applied).

4. For the purposes of this resolution terms in the values determined in appendix are applied.

5. To specialized agency, Development bank, the Ministry of Foreign Affairs, the State Customs Committee together with other interested with the assistance of residents of the Park of high technologies till August 1, 2021 to approve and approve the plan of joint actions for creation and functioning of "One Foreign Trade Activities Window of the Republic of Belarus" electronic platform.

6. To specialized agency:

6.1. till August 1, 2021:

together with the republican state bodies, other state organizations subordinated to the Government of the Republic of Belarus to approve the joint action plan providing signing till October 1, 2021 of agreements on cooperation and interaction on realization of the tasks assigned to specialized agency;

develop technique of check of the foreign trade partners of participants of foreign trade activities;

develop technique of receipt of the certificate of the importer in coordination with the Ministry of Foreign Affairs and the Ministry of Economics;

develop in interaction about technique of gradation of the foreign trade partners of participants of the foreign trade activities with participation of state-owned property which are the producers of the Belarusian products interested in state bodies and provide its subsequent implementation by all participants of foreign trade activities with participation of state-owned property for the purpose of support of export deliveries and support on promotion of export of the Belarusian products on the foreign markets;

6.2. till December 31, 2021:

with the participation of interested, including residents of the Park of high technologies to develop promotion models of the Belarusian goods (works, services) on the international trade online platforms;

together with the Ministry of Foreign Affairs, the Belarusian Chamber of Commerce and Industry, the State committee on standardization, the State committee on science and technologies to create single system of information and consulting and organizational support of participants of foreign trade activities concerning assessment of conformity of the goods (works, services) made by them in foreign states, receipts of legal protection of intellectual property items and the order the rights to them, registration of the Belarusian exporters in foreign states;

together with the Ministry of Foreign Affairs and Development bank to create model and the actions plan on the organization of representations abroad of specialized agency;

take other measures for implementation of this resolution;

6.3. till December 31, 2022 to provide putting into operation of "One Foreign Trade Activities Window of the Republic of Belarus" electronic platform.

7. To participants of foreign trade activities with participation of state-owned property till November 1, 2021 to implement system of check of the foreign trade partners of participants of foreign trade activities and system of receipt of the certificate of the importer within preparation and the conclusion of export contracts with use of the techniques developed by specialized agency by them.

8. This resolution becomes effective in the following procedure:

subitem 2.3 of Item 2, the paragraph third Item 3 - in six months after official publication of this resolution;

Items 5-7 and this Item - from the date of official publication of this resolution;
