According to article 47 of the Agreement on the Eurasian Economic Union of May 29, 2014 and subitem 1.5 of Item 1 of the Presidential decree of the Republic of Belarus of April 5, 2016 "About state regulation of foreign trade activity" the Council of Ministers of the Republic of Belarus DECIDES: No. 124
1. Determine that import to customs area of the Eurasian Economic Union in the Republic of Belarus * ready skin from skins of cattle, procurements of top of footwear from skin and 6406 90 300 0 single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union fixed on the main insole **, classified by codes 4107, 6406 10 100 0,, in case of their room under customs procedures of release for internal consumption (except for rooms under customs procedure of release for internal consumption for the purpose of completion of action of customs procedure of free customs zone), conversions on customs area and the territory of free customs zone is performed under the one-time licenses granted by the Ministry of anti-monopoly regulation and trade in coordination with the Belarusian state concern on production and sales of goods of light industry according to the procedure similar the established Rules of issue of licenses and import permits and (or) commodity import provided by appendix to the Protocol on measures of non-tariff regulation concerning the third countries (appendix No. 7 to the Agreement on the Eurasian Economic Union).
* Except for import from the countries with which at the Republic of Belarus or the Eurasian Economic Union the international free-trade treaties are signed.
** Goods are determined only by code of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union, the short name is provided only for convenience of use.
2. Add the single list of the ministerial procedures performed by state bodies and other organizations concerning legal entities and individual entrepreneurs, No. approved by the resolution of Council of Ministers of the Republic of Belarus of February 17, 2012 156, Item 24.19-51 of the following content:
"24.19-51. Approval of licensing for import of ready skin from skins of cattle, procurements of top of footwear from skin and fixed on the main insole (codes 4107, 6406 10 100 0, 6406 90 300 0 single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union)
the letter in any form to approve the statement with reasonable request
5 working days
before date of issue of the import license of ready skin from skins of cattle, procurements of top of footwear from skin and fixed on the main insole
free of charge".
3.1. notify the Eurasian economic commission on the measures taken according to Item 1 of this resolution;
3.2. submit for consideration of the Eurasian economic commission the offer on application by other state members of the Eurasian Economic Union of the measures similar to the measure established in Item 1 of this resolution;
3.3. inform Executive committee of the Commonwealth of Independent States on adoption of this resolution.
4. This resolution becomes effective in one month after its official publication and is effective within six months, except for Item 3, of the official publication of this resolution which is becoming effective later.
