Some questions of provision of subvention from the government budget to local budgets on the actions directed to fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences during educational process in organizations of general secondary education

According to Article 97 and part six of Article 108 of the Budget code of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure and conditions of provision of subvention from the government budget to local budgets on the actions directed to fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences during educational process in organizations of general secondary education which are applied.

2. Perform distribution of amount of subvention from the government budget to local budgets on the actions directed to fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences during educational process in organizations of general secondary education, in 2021 according to appendix.

3. Provide:

To the Ministry of Education and Science - coordination of distribution of amount of subvention from the government budget to local budgets on the actions directed to fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences during educational process in organizations of general secondary education, the stipulated in Item 2 presents of the resolution with Committee of the Verkhovna Rada of Ukraine concerning the budget;

To the Ministry of Finance - introduction after the specified coordination of corresponding changes into list of the government budget.

Procedure and conditions of provision of subvention from the government budget to local budgets on the actions directed to fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences during educational process in organizations of general secondary education

1. These the Procedure and conditions determine subvention procedure for granting from the government budget to local budgets on the actions directed to fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences during educational process in organizations of general secondary education (further - subvention).

2. In the presents the Procedure and conditions the term "pedagogical workers" means teachers of subjects of such educational areas: language and literary, mathematical, natural, social and health, civil and historical, information.

3. The main manager of subvention is MON.

Managers of subvention are determined by decisions on such budgets according to the legislation by local budgets.

4. The subvention goes for acquisition:

1) laptops for pedagogical employees of municipal organizations of general secondary education and their branches for the organization of distance training, other forms of receipt of general secondary education with use of technologies of distance training;

2) the remedies necessary for the organization of anti-epidemic actions during the substantive and additional session of external independent estimation in 2021.

5. Regional, Kiev city the state administrations perform acquisition of laptops and remedies by centralized purchase and provide delivery of the acquired laptops to organizations of general secondary education and their branches and remedies to Items of holding the substantive and additional session of external independent estimation in 2021.

6. In the direction determined by the subitem 1 of item 4 of the presents of the Procedure and conditions acquisition of laptops for the organization by pedagogical workers of distance training, other forms of receipt of general secondary education with use of technologies of distance training, including in the conditions of quarantine and the entered rationing anti-epidemic arrangements for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus according to requirements of the standard list of the computer equipment for organizations of the preschool, general average and professional (professional) education approved by MON is performed.

7. Distribution of the acquired laptops determined by the subitem 1 of item 4 of the presents of the Procedure and conditions is performed regional, Kiev city by public administrations between organizations of general secondary education in which the available number of the personal computers (working, which are not involved in managerial economic activity of organization) is smaller, than the number of pedagogical workers (on principle place of employment), in the following priority:

1) organizations of general secondary education with the number of job seekers of education at least 250 people and basic institutions with the number of job seekers of education (without their quantity in branches) at least 200 people;

2) organizations of general secondary education with the number of job seekers of education at least 100 people;

3) other organizations of general secondary education.

Providing all organizations of general secondary education with laptops is performed with obligatory achievement of ratio one personal computer (working, which is not involved in managerial economic activity of organization) on one pedagogical worker (on principle place of employment).

In case of achievement of such ratio for all organizations of general secondary education of area it is allowed to perform acquisition of additional laptops for basic institutions of general secondary education with the number of job seekers of education (without their quantity in branches) at least 200 people.

In case of achievement of such ratio for all organizations of general secondary education of Kiev it is allowed to perform acquisition of additional laptops for organizations of general secondary education which have more than 50 percent of personal computers which term of acquisition constitutes more than five years.

8. The acquired laptops are assigned to educational offices of the relevant organizations of general secondary education and are used only for the organization of educational process in organization of general secondary education. In case of establishment of prohibition on visit of educational institutions by his job seekers by order of the head of educational institution laptops for action of such prohibition can be provided in use to pedagogical workers for the purpose of the proper organization of educational process.

9. Use of subvention on acquisition of laptops for pedagogical employees of organizations of general secondary education and their branches for the organization of distance training, other forms of receipt of general secondary education with use of technologies of distance training is performed on the basis of joint financing:
