About consecutive continuation of the reforms performed in health care system and creation of necessary conditions for increase in potential of health workers

For the purpose of consecutive continuation of the reforms performed in health care system, ensuring execution of the priority tasks determined in the field of public health care, creation of necessary conditions for increase in potential of health workers, and also considering offers of the public on increase in scale and quality of medical services:

1. Allocate to family medical Items and family polyclinics since July 1, 2021 - 10 thousand, since January 1, 2022 - still in addition 10 thousand states of average health workers for establishing activities of "medical crews", and also expansion of scope with rendering better medical services to the population with district (city) multi-profile central clinics.

To the Ministry of Health (A. M. Hadzhibayev):

together with the Ministry of Finance, the Ministry of employment and employment relationships till June 1, 2021 proceeding from the needs of family medical Items, family polyclinics, and also district (city) multi-profile central clinics to approve their updated regular standard rates;

with involvement of the World Health Organization and the leading foreign experts to enhance till August 1, 2021 system of preparation and advanced training of average health workers with complete review of their qualification requirements, functions, powers, responsibility, expansions of the directions of specialization, positions, and also training programs and plans from the point of view of increase in the status of average health workers and completely to implement it since 2021/2022 academic years.

2. Approve the offer of the Ministry of Health, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas on attraction to positions of heads of medical associations of areas (cities) with severe conditions and availability of requirement - skilled leading employees and specialists of the republican specialized medical centers, their branches, the highest medical educational institutions, clinics in case of them for certain term on contractual basis.

To provide to Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas payment to these leading employees and specialists of the full monthly salary to positions of the head of medical consolidation in which they are attracted, with preserving the size of their average monthly salary on principle place of employment, and also covering of these costs and the rent for housing at the expense of means of the republican budget of the Republic of Karakalpakstan and local budgets of areas.

4. Since July 1, 2021 to include nursing in the list of types of activity (works, services) in which self-employed persons can be engaged.

Along with established procedure for self-employed persons to determine the following requirements of implementation of activities in the sphere of nursing:

implementation of activities in the sphere of nursing is exclusive the persons having secondary medical or higher education in the direction of the highest nursing, who were registered since January 1, 2022 by the corresponding information system of the Ministry of Health;

accomplishment of medical procedures proceeding from increase in the status of average health workers according to the paragraph to the fourth Item 1 of this Decree;

advanced training by persons who are engaged in activities in the sphere of nursing, at the scheduled time.

To the Cabinet of Ministers to approve procedure as average health workers of activities in the sphere of nursing on the basis of self-employment in a month.

5. To the Ministry of Health (A. M. Hadzhibayev) since 2021/2022 academic years to raise twice acceptance quota on specialties of clinical internship.

At the same time to implement the new training system in clinical internship providing that:

a) training in clinical internship within the second year is provided in branches of the specialized medical centers in regions, the regional multi-profile medical centers for children and adults, branches of the Republican center of the emergency medical care, and also certain part - on workplace;

b) Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and city of Tashkent:

from the corresponding local budget grants in sufficient size for the purpose of training of doctors of the narrow specialties necessary for the region are allocated, and also the obligation of working off within three years in the respective region is assigned to the graduates studying at basis of this grant;

accommodation costs of the doctors of narrow specialty sent to the region for activities implementation become covered at the expense of means of the local budget.
