For ensuring protection of national interests, taking into account unfriendly actions concerning the Belarusian people and based on the Presidential decree of the Republic of Belarus of March 30, 2021 "About application of special measures" the Council of Ministers of the Republic of Belarus DECIDES: No. 128
1. Approve Regulations on operations procedure concerning the prohibited goods it (is applied).
2. Establish the list of the prohibited goods according to appendix.
3. For the purposes of this resolution the prohibited goods are understood as goods which are prohibited to import to the territory of the Republic of Belarus and realization in the territory of the Republic of Belarus and are included in the corresponding list established by Council of Ministers of the Republic of Belarus.
4. Operation of this resolution does not extend on:
the goods for private use specified in appendix Items 1 and 3 imported on the territory of the Republic of Belarus;
vehicles *, registered in state members of the Eurasian Economic Union, and also temporarily imported on customs area of the Eurasian Economic Union, including for private use;
remaining balance of the prohibited goods marked by special control signs according to the Provision approved by this resolution.

5. To the republican state bodies, other state organizations subordinated to the Government of the Republic of Belarus, regional executive committees, the Minsk Gorispolkom to bring the regulatory legal acts into accord with this resolution and to take other measures for its realization.
6. This resolution becomes effective in the following procedure:
Items 1-4 - in ten days after official publication of this resolution;
other provisions of this resolution - after its official publication.
Items 2 and 4 of this resolution are effective within six months.

1. This Provision determines operations procedure concerning the prohibited goods in case of application of special measures according to the Presidential decree of the Republic of Belarus of March 30, 2021 No. 128.
2. Control of import to the territory of the Republic of Belarus of the prohibited goods through:
customs border of the Eurasian Economic Union (further - EEU) it is performed by customs authorities;
the Belarusian-Russian site of Frontier of the Republic of Belarus is performed within holding special events by mobile divisions of customs authorities, law-enforcement bodies, bodies of the border service, the Ministry of Agriculture and Food subordinated to it the state organizations, bodies of the public veterinary service.
3. Control of realization in the territory of the Republic of Belarus of the prohibited goods is exercised by the Ministry of anti-monopoly regulation and trade, the Ministry of Taxes and Tax Collection and its territorial authorities, divisions of the State committee on standardization, the Ministries of Health, regional executive committees (The Minsk Gorispolkom).
4. For the purpose of identification of the prohibited goods officials of customs authorities can carry out customs control using the forms of customs control and (or) measures providing its carrying out according to the Customs code of EEU.
In case of identification when carrying out customs control of discrepancy of the data on the country of goods' origin specified in documents on goods origin with information which is available on goods (packaging, container, labels, labels, labels), the country of goods' origin is considered unconfirmed.
