About additional measures for ensuring active participation of citizens in the budget process

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of February 3, 2021 No. UP-6155 "About the State program on strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 in "Year of support of youth and strengthening of health of the population", and also active attraction of the population to processes of forming of the Government budget and project development of social and economic development of regions, expansion of participation of the public in the solution of urgent problems on places:

1. Approve the offers of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, the Ministry of Finance, and also the Ministry of Economic Development and reducing poverty providing:

step-by-step implementation of new procedure for the direction of 5 percent of the approved total expenses of the relevant budgets on financing of the actions created on the basis of public opinion since May, 2021 - in areas (cities) according to appendix, since January 1, 2022 - in all areas (cities) of the republic;

increase since July 1, 2021 from 10 percent to 30 percent of the minimum size of additional resources of budgets of areas (cities) allocated for financing of the actions created on the basis of public opinion.

2. To the Ministry of Finance in week time to provide allocation to budgets of areas (cities) selected according to appendix to this resolution, in addition 92,7 of one billion sum at the expense of means of the republican budget of the Republic of Uzbekistan.

3. Determine that:

the means equal to 5 percent of the approved budgets expenses of areas (cities), but in the amount of at least 6 billion sum, go for financing of the actions created on the basis of public opinion taking into account the stages determined in Item 1 of this resolution;

the funds allocated for financing of the actions created on the basis of public opinion accumulate on the treasurer personal accounts of "Fund of citizens' initiatives" opened under khokimiyats of areas (cities) in the form of off-budget funds of state-financed organizations, the expenditure of these funds for other purposes is strictly forbidden.

4. To the Cabinet of Ministers in week time to submit in the Senate of the Oliy Majlis for approval standard regulations on procedure for the direction of funds of budgets of areas (cities) for the actions created on the basis of public opinion.

the draft decision providing procedure for the direction of budget funds of the area (city) on the actions created on the basis of public opinion proceeding from specifics of each area and the city;

the list of the Worker of the commission on forming, assessment, selection and monitoring of implementation of actions, created on the basis of public opinion, consisting of ranking officers of Kengash of People's Deputies of the area (city), executive bodies on places, and also non-state non-profit organizations.

5. To khokimiyats of areas and cities to post on the official websites and the Otkryty Byudzhet portal data on financing of the actions created on the basis of public opinion at the expense of means of the corresponding local budgets no later than the 25th following reporting quarter.

Assign on hokim of areas and the cities the personal responsibility for timely allocation of budgetary funds for financing of the actions created on the basis of public opinion and publicizing of process of implementation of financing.

6. Assign to the Ministry of Finance of task on:

to enhancement of procedure for forming of the funds allocated for financing of the actions realized on the basis of public opinion;

the organizations of educational seminars and trainings for forming and expenditure of the funds allocated for financing of the actions realized on the basis of public opinion and also preparation of the training materials displaying content of this process;

to conducting monitoring of forming and expenditure of the funds allocated for financing of the actions realized on the basis of public opinion;

to methodical and technical support, and also process control of placement by the public of offers and votes on the Otkryty Byudzhet portal.

7. To the Ministry of Finance:

till November 1, 2021 together with the interested ministries and departments with involvement of the international experts to make in the Cabinet of Ministers offers on enhancement of initiative budgeting with the assistance of citizens;

together with the Ministry of support also families waved, to provide with Agency on cases of youth and executive bodies on places preparation and distribution of methodical and training materials for the purpose of extended coverage among the population of the mechanism of realization and essence of initiative budgeting;

in two-month time together with the interested ministries and departments to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.

8. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan D. A. Kuchkarov, the Minister of Finance T. A. Ishmetov of the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent.
