About measures for covering of the expenses connected with repatriation to the Kyrgyz Republic of bodies of citizens of the Kyrgyz Republic, the dead abroad

1. Approve the Instruction about procedure for lump sum payment on covering of expenses on repatriation of bodies of citizens of the Kyrgyz Republic, the dead abroad, according to appendix 1 to this resolution.

2. Establish the amount of lump sum payment on covering of expenses on repatriation of bodies of citizens of the Kyrgyz Republic, the dead abroad, according to appendix 2 to this resolution.

3. Determine that this resolution is applied to the cases which came after entry into force of this resolution.

4. To the Ministry of Economics and finance of the Kyrgyz Republic:

- in coordination with Committee on the budget and finance of Jogorku Kenesh of the Kyrgyz Republic to allocate to the Ministry of Foreign Affairs of the Kyrgyz Republic and its foreign institutions of 30,0 (thirty) million som for implementation of the lump sum payments connected with repatriation to the Kyrgyz Republic of bodies of citizens of the Kyrgyz Republic, the dead abroad due to additional receipts of the non-tax income;

- provide corresponding changes by preparation of the bill "About introduction of amendments to the Law of the Kyrgyz Republic "About the republican budget of the Kyrgyz Republic for 2021 and the forecast for 2022-2023", following from this resolution.

5. Recognize invalid:

- the order of the Government of the Kyrgyz Republic "About the measures for compensation for expenses connected with delivery to the Kyrgyz Republic of bodies of citizens of the Kyrgyz Republic, the dead abroad" of May 16, 2018 No. 236;

- the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About the measures for compensation for expenses connected with delivery to the Kyrgyz Republic of bodies of citizens of the Kyrgyz Republic, the dead abroad" of May 16, 2018 No. 236" of August 26, 2020 No. 450.

6. To impose control of execution of this resolution on department of international cooperation, department of economy and finance of Government office of the Kyrgyz Republic.

7. This resolution becomes effective after ten days from the date of official publication.

The instruction about procedure for lump sum payment on covering of expenses on repatriation of bodies of citizens of the Kyrgyz Republic, the dead abroad

1. General provisions

1. This Instruction determines procedure for lump sum payment on covering of expenses to the close relatives or persons performing costs for repatriation of bodies of citizens of the Kyrgyz Republic, the dead abroad.

2. Financing of the expenses connected with delivery to the Kyrgyz Republic of bodies of citizens of the Kyrgyz Republic, the dead abroad is made at the expense of the means of the republican budget provided to the Information and consulting center under Department of external migration under the Ministry of Foreign Affairs of the Kyrgyz Republic (further - IKTs) and to diplomatic representations / to consular establishments of the Kyrgyz Republic on the corresponding year.

3. Lump sum payment on covering of expenses to the close relatives or persons performing costs for repatriation of bodies of citizens of the Kyrgyz Republic, the dead abroad is made according to the approved sizes:

- in the territory of the Kyrgyz Republic of IKTs - in national currency at the rate of National Bank of the Kyrgyz Republic on the date of payment, by transfer to the settlement account;

- outside the Kyrgyz Republic - diplomatic representations / consular establishments of the Kyrgyz Republic in foreign currency, by transfer to the settlement account, and in case of its absence - cash calculation.

Diplomatic representations / consular establishments of the Kyrgyz Republic from the moment of adoption of the statement on receipt of lump sum payment on covering of expenses on repatriation of body of the died citizen of the Kyrgyz Republic (further - the statement) from the close relative or person performing costs for repatriation of bodies of citizens of the Kyrgyz Republic, the dead abroad without delay send the copy of the application to IKTs for accounting of the database about repatriated bodies of citizens of the Kyrgyz Republic.

2. Right to lump sum payment

The close relative or the person which is acting on the basis of the notarized power of attorney from the close relative, incurring the direct expenses connected with repatriation of body of the citizen of the Kyrgyz Republic, the dead abroad has the right to lump sum payment (further - the receiver).

6. Only one person can be the receiver.
