About measures for further support of entrepreneurship and development of engineering and communication networks in the Namangan region

For the purpose of further support of entrepreneurship, employment of the population and allocation of financial resources for development of engineering and communication networks in the Namangan region:

1. Approve the offer of the Ministry of investments and foreign trade, the Ministry of Economic Development and reducing poverty and the Ministry of Finance on allocation to khokimiyat of the Namangan region of the credit at the expense of Fund of reconstruction and development in the amount of 30 million US dollars for a period of 10 years, including three-year grace period, with interest rate of 2,5 of annual interest rate.

2. To khokimiyat of the Namangan region to allocate the funds determined in Item 1 of this resolution for the following purposes:

in equivalent of 15 million US dollars - on construction and reconstruction of systems of centralized heat supply of the city of Namangan;

in equivalent of 10 million US dollars - for works on improvement of infrastructure of the old urban area of the city of Namangan, employment of the population, improvement of Yangiaryksky, North Fergana channels and the Namangan Sai's coast;

in equivalent of 5 million US dollars - on development of small industrial, youth industrial and entrepreneurial zones.

At the same time, if necessary, by the Cabinet of Ministers (A. N. Aripov) changes can be made to distribution of the means provided by this Item.

3. Exempt till November 20, 2021 from customs duty coppers, the equipment, accessories, spare parts, metalwork, chemicals for water preparation, necessary for construction and reconstruction of object according to the actions specified in the paragraph the second Item 2 of this resolution, imported according to the lists created by the Ministry of housing-and-municipal servicing (Sh. S. Hidoyatov).

4. Determine that:

the khokimiyat of the Namangan region is responsible executive body for target and effective use of the funds allocated within this resolution;

the expenses connected with repayment and servicing of the credit allocated on construction and reconstruction of systems of centralized heat supply of the city of Namangan become covered at the expense of the local budget of the Namangan region, production SUE Issiklik manbai of the Namangan region and other sources which are not forbidden by the legislation;

the expenses connected with repayment and servicing of the credit allocated on improvement of infrastructure of the old urban area of the city of Namangan, employment of the population, improvement of Yangiaryksky, North Fergana channels and the Namangan Sai's coast, development of small industrial, youth industrial and entrepreneurial zones become covered at the expense of the local budget of the Namangan region and other sources which are not forbidden by the legislation.

6. Determine that the funds allocated at the expense of Fund of reconstruction and development for the Namangan region within the Each Family — the Entrepreneur program according to the resolution of the President of the Republic of Uzbekistan of March 27, 2021 No. PP-5041 "About the additional measures performed within development programs of family entrepreneurship" are allocated on:

crediting the driver projects, the works revealed by system "makhallabay", in the amount of 100 billion sum;

crediting of projects on development of limonovodstvo by the direction of funds in the amount of 100 billion sum for increase in share of Fund of reconstruction and development in the authorized capital of JSB Turonbank.

7. Take into consideration that for the purpose of development of tourist infrastructure in the Namangan region:

according to Item 9 of the Presidential decree of the Republic of Uzbekistan of February 9, 2021 No. UP-6165 "About Measures for Further Development of Internal and Pilgrim Tourism in the Republic of Uzbekistan" allocate funds in the amount of 1 trillion sum in equal shares at the expense of the Government budget of the Republic of Uzbekistan and Fund of reconstruction and development;

from 1 trillion sum allocated according to Summary parameters of development of tourist infrastructure No. PP-5048 approved by the resolution of the President of the Republic of Uzbekistan of April 2, 2021 "About additional measures for program implementation "Rim kishlak" and "Rim waved", 37,5 of one billion sum is allocated to the Namangan region, and also the possibility of introduction by the Cabinet of Ministers, if necessary, of changes in the specified parameters is determined.

8. To khokimiyat of the Namangan region together with the Ministry of housing-and-municipal servicing, the Ministry of Economic Development and reducings poverty, the Ministry of water economy in two weeks to create and provide entering into the Cabinet of Ministers on approval address programs for actions, the stipulated in Item 2 presents of the resolution.

9. Make changes to the resolution of the President of the Republic of Uzbekistan of March 27, 2021 No. PP-5041 "About the additional measures performed within development programs of family entrepreneurship" according to appendix.

10. To khokimiyat of the Namangan region to bring in the Cabinet of Ministers:

in two-month time - the bill of the Republic of Uzbekistan "About modification and amendments in the Law of the Republic of Uzbekistan "About the Government budget of the Republic of Uzbekistan for 2021";

quarterly - the report on effectiveness of the measures realized on effective use of the funds allocated for further support of entrepreneurship and development of engineering and communication networks.

11. To the ministry of housing-and-municipal servicing together with other interested ministries and departments in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in the legislation following from this resolution.

12. Confer the personal responsibility for the effective organization of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan D. A. Kuchkarov and hokim of the Namangan region of Sh. Sh. Abdurazakov.

Control and coordination of activities of the departments responsible for execution of this resolution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
