About approval of Rules of carrying out monitoring of educational achievements of students

(as amended of the Order of the Minister of education of the Republic of Kazakhstan of 25.04.2023 No. 111)

According to the subitem 12) of article 5 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education", I ORDER:

1. Approve Rules of carrying out monitoring of educational achievements of students according to appendix 1 to this order.

2. Recognize invalid some orders of the Ministry of Education and Science of the Republic of Kazakhstan according to appendix 2 to this order.

3. To provide to committee on quality assurance in the field of science and education in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order submission to Legal department of the Ministry of Education and Science of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the chairman of Committee on quality assurance in the field of science and education.

5. This order becomes effective after ten calendar days after its first official publication.

Rules of carrying out monitoring of educational achievements of students

Chapter 1. General provisions

1. These rules of carrying out monitoring of educational achievements of students (further – Rules) are developed according to the subitem 12) of article 5 of the Law of the Republic of Kazakhstan "About education" (further – the Law) and determine procedure for carrying out monitoring of educational achievements of students at the level of primary, main secondary education, technical and professional, postsecondary education.

2. Monitoring of educational achievements of students (further – MODO) is systematic observation of quality of training, independent of the organizations of education, on compliance to the state obligatory standard of appropriate level of the education approved by the order of the Minister of education of the Republic of Kazakhstan of August 3, 2022 No. 348 "About approval of the state obligatory standards of preschool education and training, initial, main average and general secondary, technical and professional, postsecondary education" (it is registered in the Register of state registration of regulatory legal acts at No. 29031) (further – GOSO). MODO includes preparation, carrying out, processing and the analysis of results with the subsequent rendering the methodical help and development of recommendations about education quality assurance.

3. In the organizations of primary, main secondary education of MODO it is carried out for the purpose of quality evaluation of knowledge of students according to requirements of GOSO.

4. In the organizations of technical and professional, postsecondary education of MODO it is performed for the purpose of determination of results of development of general education disciplines and (or) professional modules or all-professional, special disciplines according to requirements of GOSO.

5. Rules extend to the organizations of average (initial, main average), technical and professional education, postsecondary education irrespective of pattern of ownership, departmental subordination, type.

6. MODO is carried out in the organizations of primary and main secondary education among students of 4 and 9 classes, in the organizations of technical and professional, postsecondary education among students of the second year on general education disciplines and (or) third year on professional modules or all-professional, special disciplines according to item 4 of article 55 of the Law.

7. Development of test tasks and carrying out MODO in the organizations of education specified in Item 6 of these rules are performed by the organization determined by authorized body in the field of education (further – the National coordinator).

Chapter 2. Procedure for carrying out monitoring of educational achievements of students

8. MODO in 4 classes is carried out in the form of testing in language of training in three directions (reader's literacy, mathematical literacy, natural-science literacy) in electronic format.

9. MODO in 9 classes is carried out in the form of testing in language of training in two directions (mathematical literacy, natural-science literacy), in three languages (Russian, Kazakh and English) in one direction (literacy of reading) in electronic format.

10. MODO in the organizations of technical and professional, postsecondary education is carried out in the form of testing in training language in electronic format.

11. Testing is held annually under the organization of secondary education in the second quarter and under the organization of technical and professional, postsecondary education for students of the second year in the fourth quarter and (or) for students of third year in the second quarter.

12. In MODO all students specified in Item 6 of these rules except students at home (for health reasons) or take part in improving organizations of sanatorium type for the children needing long-term treatment and also persons which are absent at the time of testing for the objective reasons (for health reasons, in case of the death of close relatives, in connection with participation in competitions and the Olympic Games).
