About approval of the Procedure for use of the means provided in the government budget of Ukraine for updating of railway vehicles for transportation of passengers and upgrade of railway infrastructure for development of passenger traffic

According to part seven of Article 20 of the Budget code of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for use of the means provided in the government budget of Ukraine for updating of railway vehicles for transportation of passengers and upgrade of railway infrastructure for development of passenger traffic which is applied.

2. Determine that requirements of Item 9 of the Procedure for creation, considerations, the approval and the main requirements to accomplishment of estimates of budgetary institutions approved by the resolution of the Cabinet of Ministers of Ukraine of February 28, 2002 No. 228 (The Official Bulletin of Ukraine, 2002, No. 9, Art. 414), concerning criteria of determination of receivers of budgetary funds are not applied during determination of the receiver of budgetary funds according to the "Updating of Railway Vehicles for Transportation of Passengers and Upgrade of Railway Infrastructure for Development of Passenger Traffic" program.

3. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

Changes which are made to resolutions of the Cabinet of Ministers of Ukraine

1. According to the procedure of the direction of means of the state road fund, No. 1085 approved by the resolution of the Cabinet of Ministers of Ukraine of December 20, 2017 (The Official Bulletin of Ukraine, 2018, No. 6, the Art. 249, No. 23, Art. 771; 2019, No. 25, Art. 881; 2020, No. 71, Art. 2270):

Item 2 to add 1) with the subitem 6 of the following content:

"6) financial provision of actions for updating of railway vehicles for transportation of passengers by rail and upgrades of railway infrastructure for development of passenger traffic, as exception, in 2021.";

Item 4 to add 2) with the paragraph of the following content:

"is joint-stock company of rail transport public, educated according to the Law of Ukraine "About features of formation of joint-stock company of rail transport public.";

The paragraph the fourth Item 5 after words and figure "Item 2 presents of the Procedure" to add 3) with words and figures "(except 2021), and in 2021 - in the direction determined by the subitem 6 of Item 2 presents of the Procedure";

Paragraph one of Item 16 after words and figure "Item 2 presents of the Procedure" to add 4) with words and figures "(except 2021)";

5) to add the Procedure with Item 16-1 of the following content:

"16-1. In 2021 the amount of budgetary funds in the direction determined by the subitem 6 of Item 2 presents of the Procedure is calculated by formula:

BR = D1 x 5/100.

The direction of means is performed according to Procedure for use of the means provided in the government budget for updating of railway vehicles for transportation of passengers and upgrade of railway infrastructure for development of passenger traffic, the approved resolution of the Cabinet of Ministers of Ukraine of April 28, 2021 No. 447.".

Item 15-1 of the resolution of the Cabinet of Ministers of Ukraine of July 22, 2020 No. 641 "About establishment of quarantine and introduction of the strengthened anti-epidemic measures in the territory with considerable spread of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus" (The Official Bulletin of Ukraine, 2020, No. 63, the Art. 2029, No. 99, Art. 3224; 2021, 3, the Art. 165) after the words "for accomplishment of indicators of the state defensive order and ensuring technical arrangement of the Ukrainian-Russian frontier" to add No. with words "; for accomplishment of the budget program for updating of railway vehicles for transportation of passengers and upgrade of railway infrastructure for development of passenger traffic".
